BLM Continues Cruel Treatment of Captured Wild Horses in Utah

“Inhumane Care” is BLM’s Hallmark

SALT LAKE CITY, Utah (November 11, 2011) – The Cloud Foundation (TCF) has received a report from wild horse advocate, Lisa Friday, regarding the conditions of two Bureau of Land Management (BLM) wild horse holding facilities in Utah. Friday was following up on the wild horses she found living in squalor at the Herriman holding facility outside Salt Lake, who have been moved to other facilities in the state. Despite finding the horses living in clean pens with plenty of hay, Friday’s report contains stills and video which reveal more inhumane treatment of wild horses.

“I saw captive wild horses in Utah with severely long, curled hooves,” explains Friday. “Dozens of mustangs were very lame with shocking sled-runner feet. When I asked why their feet were not trimmed I was told they did not have the funding to hire a professional farrier and were just beginning to ‘train’ a fellow to trim hooves. I would like to see the two facilities (Delta & Gunnison) allocate funding to have the mustangs’ feet cared for by a professional. The facilities have a paid public relations specialist on staff but no professional farrier to care for the horses. Their priorities are mixed up.”

In March of this year, Friday revealed wild horses living in knee-deep mud, manure and urine with no dry place to lie down at the Herriman facility. As a result of her video, released by TCF, and subsequent BLM reviews, the facility is closed for the winter with plans to close  permanently within the next two years.

Friday was not permitted to take pictures or video when she visited the Gunnison Correctional Facility on October 27th, however she reports seeing the same long, uncared for hooves and lameness. She even saw an inmate riding a lame mustang with severely long toes.

“This is definitely gross neglect,” states Dr. Lisa Jacobson, an equine veterinarian in Clyde Park, Montana who examined Friday’s photographs. “There is no excuse for allowing hooves to be in this crippling state.”

Friday took pictures of 20 or more captive wild horses in the Delta Facility with severely curled hooves and reported that the Gunnison facility had the same problems. Horses in the care of private citizens are often trimmed every 6-8 weeks. Hoof health is essential for horse health.

“I have never seen wild horses in the BLM Canon City, Colorado holding and training facility with hoof problems like those in Lisa’s pictures,” explains Ginger Kathrens, Executive Director of The Cloud Foundation, who has been visiting the Colorado facility for the past 13 years. “BLM schedules all horses for regular hoof care every two months or so in Canon City. If Utah cannot do the same, they should not have horses warehoused there.”

Friday also discovered a bay mare (Neck tag #7081) in the Delta facility with a very severe-looking eye condition. The veterinarian for the facility did not know what had caused the problem. Eye problems in horses can cause blindness. Two weeks later, the condition has yet to be diagnosed or treated.

“I visited a holding facility and adoption center this year in Mississippi,” says Friday.  “All the horses seemed very well taken care of—quite a contrast with the Utah facilities.”

Friday attended the Winter Ridge roundup near Vernal, Utah two months ago. She wanted to check in on those horses now in holding who were shipped to the Delta facility. She was shocked to see a lot of the wild horses were not freeze branded and did not have ID tags.

“Why weren’t the Winter Ridge horses branded and wearing their ID tags? asks Lisa Friday. “Without identification, captured wild horses are at risk of slipping into the slaughter pipeline. What’s going on here?”

In August, a trailer was stopped at a port of entry outside of Helper, Utah under suspicious circumstances and 64 BLM mustangs bound for slaughter in Mexico were impounded.

  1. Just attended a training for animal control officers where these very issues were identified as signs of neglect.

    The statement that the local office has a PR Officer but not a farrier sums up the whole up is down BLM WHB Program. Rather than hiring trained professionals to do the job right, these guys hire spin doctors to try to paint wrong as right.

    My little horse had feet like these when she was rescued. She had to be trimmed before she could be loaded.

  2. Just unreal……..Does it take more than all the cruelty that continues to take the responsibilty away from these illiterate people. Why in the hell round them up when you don’t have the funds to take care of them. Thank God that there are people who volunteer their time to go to these facities and check out the horses. These pictures need to be circulated all over the internet so the BLM is exposed of this cruelty. And what dumb ass would ride a horse with hooves looking like that. It goes to show you how little they care about these horses welfare. Another reason to cripple the horse so its no longer usable and in some cases must be put down. We should be filing another case against the BLM for this cruelty. They need to be taken at task for their waste of our tax dollars. I bet the employees sure get paid. Another reason to stop the funding to this backward government department.

  4. BLM is batting a thousand on their cruel and inhumane treatment of the Wild Horses and Burros. One thing they are consistant in. WHY oh WHY can’t we get anyone who can actually hold them accountable to pay attention to these attrocities and get the abuses stopped. Hey, Let’s get BLM stopped, and the roundup and removal stopped. I know all of us here are on the same page. I just had to vent the pent up anger.

  5. This is clearly neglect. This is a bad sign for our captive horses. BLM is eroding the Wild Horse And Burro Program in Utah. Why are they allowing this? Because they put so much money into removing wild horses and burros and now they have done that at the expense of good care. This needs to be attended to NOW.

    The stallions with no freeze marks and no tags!! This is outrageous handling and can lead to horses going to slaughter. Gus Warr said the Winter Ridge reservation wild horses would be accepted into BLM processing like all other horses from HMAs. So far this has not happened.

    No more horses should be removed from any ranges. This has become an economic risk for our captives. If they do not have the budget then NO MORE HORSES OR BURROS SHOULD BE TAKEN FROM THE RANGE STARTING NOW!

    • What happens this winter when there is no money for hay? We have been aware of this possible critical problem since our weather patterns destroyed hay crops across the country.

      BLM; Is there funds enough to feed all our captive wild horses for this entire winter and into spring? If there is not you Must release horses caught recently or throughout this year. This is beginning to look like a serious economic problem created by the stockpiling of so many wild ones.

    • Can anyone tell me exactly how many horses Gunnison prison has at this point. Geez, it must be a herd for every inmate by now. They need to stop taking in anymore of our horses. They have to have thousands at this point. They have got to be over capacity, yet we’ll never know will we? Who knew wild horses were so top secret and a threat to national security?

      • According to the BLM, there are approximately 1200 horses at Gunnison – pklus 60 burros and the recent hundred or so rounded up from the Divide Bason. They Divide Basin horses arrived the day before I did.

      • “The Utah Department of Corrections will house additional inmates in county jails to help deal with the state prison’s overcrowding problem.
        The male inmate population at the Utah State Prison is almost at its 6,200 capacity, said Corrections spokesman Steve Gehrke. That includes the facilities at both the Point of the Mountain and Gunnison.
        “We’re in a tough spot,” Gehrke said. “We have been for some time budding right up against (the limit).”

        I am very concerned about having this many of our horses at a state prison without adequate funding and space even for its inmates. Very concerned about what can happen to our horses there, slipping out the backdoor with never anyone ever the wiser. Why is the BLM shipping so many horses to a prison where access for the public is so limited? A training program does not need 1200+ horses.

      • One reason they are taken to Gunnison is they had this rodeo facility with the pens from when the prison had rodeos. Now they have many wild horses and Cheap labor to care for them.

        Laura told me Herriman in Utah is officially closing or closed. So their budget is done. Yet they still sent in new captives from Winter Ridge. Those with long hooves did not get that way over night.

        With Herriman closing then more pressure goes to Gunnison and Delta. Maybe some of the Delta horses had come from Herriman?

    • The Winter Ridge stallions need to be tagged and branded and kept track of. When we saw them in Spring 2010 they were a colorful herd with beautiful family bands. I have to wonder what will happen to them now. This is too easy for BLM to do as they please.

      Our facilities need individual observers. Locals who will report what goes on. So many simple projects like this are impossible to implement because the facilities are in so many out of the way or inaccessible places. We don’t have money to hire people and we have no real of locals to find volunteers. Logistics and lack of money have been tough on us.

    Where Have All The Geldings Gone?
    A letter to the editor published in the Washington Times by Valerie James Patton has exposed the stunning possibility that the Bureau of Land Management may be shipping our wild horses into Mexico under a “non-slaughter” listing. What happens to these geldings once they cross the border is certainly one of the big questions that deserves an investigation.

    According to Ms. Patton’s letter, over 2,000 geldings have been sent through one particular slaughter port from New Mexico to Mexico this year alone. According to the report, this year’s number of geldings is twice as high as it was for the same time last year.

    The geldings are the exclusive class of animal being shipped through this port under a “non-slaughter” listing, begging the questions-

  10. Why are wild horsed even being captured? Is the issues with hooves because they aren’t able to go on their runs like they are used to doing? Sorry, i don’t want to appear ignorant, I am from Canada and we have not had these issues at least not that I am aware of.

  11. The agency in charge of wild horses have no regard for them on the range so why would they in holding? They will not listen to humane ways to manage them there and they do not listen to those who know how to manage them in holding. We all know straight rich alfalfa is not what to feed any horse, let alone a wild one that has a metabolism designed by nature over hundreds if not thousands of years to live in and off wild forage. They are horses designed by nature to travel and move over many miles a day to find food and naturally wear down their hooves would not do well confined, many times on soft manure. Any person who cared about wild horses can think of all sorts of tragedies that could and would happen with the way they are handled now. They aren’t listening and they don’t want to listen and they aren’t going to listen. We just need to fire them.

    Why is everyone passing the buck???? How come BLM gets to abuse and neglect the horses and burros–when by their own adoptive policy we have certain criteria we have to have in place????

    Riding a lame horse???? Couldn’t that inmate be brought up on more charges of abuse???? Or would that fall to his bosses? Are they also inmates? We could maybe tack on some more time to their sentence. And if they’re on the outside–maybe they can become the new meat on the inside…

    Something is really wrong with this program. Joanie G had better start firing folks for their lackadasical performance.

  13. Excuse me but correct me if I’m wrong. If my horse had untrimmed feet would that not be considered neglect and I’d be at risk of losing my horse? If BLM is so bound or bust to capture all these horses then should they not be required to provide the same with care for their feet,wounds or what ever? If they don’t have the money to provide adequate care then stop catching them. I wonder if we take animal control to the holding pens and file abuse charges ,would they lose their horses? Somehow ,someway we need to help stop the round-ups.

    • Nancy, as a private horse owner, you certainly could be charged with neglect in NM, but our Livestock Board would probably give you the opportunity to have farrier work done at a vet’s office. Then you’d have to comply with a trimming schedule monitored by the vet. Too often, horses abused by their owners simply “disappear” before the inspector even sees them. But these horses are in a facility leased by the BLM. When strangles(?) broke out at Fallon(?) last year, I spent half a day trying to find someone to notify. I wanted the possible source to be known if any domestic horses became infected. A very peeved woman at Animal Control told me, flat out, that what happens to horses at a BLM facility is totally outside the control of city, county, or state humane inspection, seizure, and prosecution.

      • Linda–your info is extremely distressing–BLM is above/beyond the laws that we the people must follow. Can we get IDA/ASPCA or some other animal protection agency to save these horses? How come there’s no relief–for us? for the animals? This just goes on and on………

  14. I doubt if some of these horses will be allowed to survive. Even if there’s still good blood flow, correction of hooves this bad (and the accompanying bone and joint problems) is a long process. Trimming requires a number of sessions by a very experienced farrier. Doing it all at once often results in abcesses, and too much strain on whatever else has been put of position. Even then, it would take at least a year for the hoof to grow out properly. Here’s an example of farrier work on a domestic horse with badly neglected hooves. Imagine trying this on an unhandled horse!

    • This was my first thought, also, Linda. The problems these horses now have, from neglect, will cost lives. I cannot accept this. BLM is negligent and we lose more captive horses who would have been better off on their lands and never removed. Round and round we go with our over zealous removal department; BLM. Our horses and burros real problems all begin with removal. The ranges have had fewer wild ones so the majority of those out there have been in great shape the past 5 years from all HMAs. This is just a huge cover up to grab lands and DOI/BLM would be so glad if we would shut up. No deal.

      You want to deal, BLM? Talk to us. Make change. Stop the PR war against our wild horses and burros. We know the score.

  15. Just a quick question here. If NAS is that open can we not bring this to their attention? I know some will say that NAS is in BLM’s rear end (or is that vice versa) but really neglect is neglect. If a animal has to be put down because of obvious neglect to their feet–I think it’s time for some heads to be separareted from their bodies (note I don’t mean the head above the shoulders).

    Inmates that ride obviously lame horses need to be removed from the program. No second chances.

    I think it’s one thing to work with a lame horse–like grooming– or maybe ground manners–a little bit. But riding? Can I whack your knee out of joint and then ride you? Ground manners can be grooming, or leading. Something that is less stressful to the horse in terms of exercise but gentling still moves forward.

He’s a specialist supposedly, should know about basic horse care yet certainly he has no scruples, no care about the horses, only about his job. This team was a secret planning group which never intended that the public see their project papers. This secrecy was stated repeatedly in their notes — we only know about them because of FOIA and they drug their feet releasing the info even when FOIA’d.

    For those that do not know, this alternative mgmt team was a BLM group tasked with finding ways so BLM could get rid of wild horses in order to lighten their heavy financial burden of caring for all the animals they have rounded up and collected in holding pens. It was a “crisis” with 30,000 in holding at that point in mid-2008 according to Bud Cribley and there had “to be a better way to run this program, than reprogramming an additional 20 million from other BLM programs.” See, they just didn’t want to spend the money then even feeding them. So is there any doubt about why they are not taking care of feet now?

    On the team, BLM vet Al Kane and NV WH&B “specialist” Alan Shepherd focused on their project: the alternative to kill our wild horses on the range at roundups and in short and long term holding, then dispose of the bodies. Let them count the ways and they certainly did, documenting all the gory details.

    In 2008, this team met numerous times, weekly, sometimes even flying into certain locations to have off site meetings (on OUR dime of course for hotel & travel expenses).

    All so they could chat about their “progress like: Alan Shepherd’s project progress — he was tasked with trying figure out how they could use more PZP and the untested/unsafe Spayvac & Gonacon. They talked about how Sally Spencer was going to contact prospective buyers from Canada who emailed they wanted 10,000 of them to slaughter. They discussed how John Neill, PV Holding Center Mgr, and Gus Warr, UT WH&B “specialist”, were doing on their portion of the project: finding at least one HMA in each state to turn into gelding only “herds”.

    They discussed how the Nat’l Lead WH&B program person, Lili Thomas, was coming along on her goals of getting restrictions lifted so selling could be done faster and easier (like only listing them by number as “available” online for 30 days and day 31 they are euthanized or available for sale – IOW super fast 3 strikes) and of larger quantities to sell. They also considered Lili’s goal of trying to get humane groups to pay for long term holding!!! — isn’t it amazing? They run amok, take off far too many wild horses with zero justification and zero plan to care for them and they they try to find a way to get humane groups to sweep up the mess they made?

    There is lots more to read and I HIGHLY recommend all advocates read these documents because they show you EXACTLY WHO we are dealing with when we are talking about all the BLM WH&B program employees. LEOPARDS DO NOT CHANGE THEIR SPOTS!

He should be put in public stocks, tarred and feathered and then sent to jail for the crime of animal abuse and neglect. And all of that is too good for him, he deserves more punishment and so do all his superiors who allowed this happen.

Every horsemen knows: “no foot, no horse” so I’d like to know who the hell Gus Warr thinks he is fooling with his BS line “they are long”. HE IS RESPONSIBLE for the horses in HIS CARE in UT! He should be put in public stocks, tarred and feathered and then sent to jail for the crime of animal abuse and neglect. And all of that is too good for him, he deserves more punishment and so do all his superiors who allowed this happen.

  19. Cora, Thank you for coming onto our blog. They are being rounded-up and captured because the Public Land that they are entitled to BY LAW, is and has been coveted by others. It has, in the past, been taken from them by livestock interests. They have been pushed out of their own Herd Areas. Over 20 Million acres have been taken from them. Now, it is coveted by multi-national corporations that want the resources. Water has always been an issue. There are others here that can and will give you volumes of information, since they have been fighting for our Wild Herds for decades.

    “What about animal rights?” a woman shouted out during the candidate’s town hall meeting outside Las Vegas Wednesday after he discussed issues that relate more to humans, like war, health care and the economy.

    Obama responded that he cares about animal rights very much, “not only because I have a 9-year-old and 6-year-old who want a dog.” He said he sponsored a bill to prevent horse slaughter in the Illinois state Senate and has been repeatedly endorsed by the Humane Society.

    “I think how we treat our animals reflects how we treat each other,” he said. “And it’s very important that we have a president who is mindful of the cruelty that is perpetrated on animals.”
