First begin by sorting your current inventory of captured mares. Segregate the old useless mares into one corral, first. Repeat the process for 8-month-old fillies but be sure to separate your pregnant mares into the three stages of gestation for ease of identification.

Assess your on-hand supply; if short on quantity needed to satisfy blood lust initiate cruel and destructive bait trapping and helicopter roundups in both South Steens and Three Fingers HMAs.

Once fully stocked with frightened wild horse mares and babies locate a suitable location to prepare the gruesome concoction; any unsanitary, non-sterile environment such as a dusty, fly ridden, feces filled corral area will do.

You are now ready to proceed with an unprecedented attack upon America’s federally protected wild horses and the complete disregard for the will of the tax-paying American public.

This will bring attention to this. So disgusting I want to throw up! Protesting in mass is the only way to bring this to light. Please organize…

      • Terri, I hesitate to even mention it but I shared this thought – except that our government is fixated on keeping women pregnant as long and as often as possible, rather than funding unsanitary experimental widespread sterilization experiments (at least as far as the public knows).

All I can say is I know for a fact that many low income women don’t have any other access to pap smears or mammograms – at one point my daughter was one of them – for which I will always be grateful.         “Cynthia, are you here to represent your constituents or Union Pacific?” Ryan says he asked.
        “I represented Union Pacific Resources Co. in a declaratory judgment action that went to the Wyoming Supreme Court,” Lummis told WyoFile, adding that the court made no decision on the merits of the case, but sent it back to the Board of Equalization.

        Cynthia Lummis, who is now Wyoming’s sole U.S. Representative in Congress, has been a politician for more than 30 years, and a lawyer for nearly a quarter of a century. When she was working for Union Pacific Resources in the 1990s, she was a partner in the Cheyenne firm of Wiederspahn, Lummis & Liepas PC. Her husband and law partner, real estate developer Alvin Wiederspahn, is a former state representative and senator on the Democratic side of the aisle. In the ’90s, the firm’s clients included Amoco Production Company and Union Pacific Resources. Wiederspahn was also a leader of the Wyoming Taxpayers’ Association, a group with a populist-sounding name that is an energy industry lobby.

        During the summer, Burton—who as a Republican state representative from Natrona County had served on the House Revenue Committee with Rep. Cynthia Lummis—consulted Lummis and former state Sen. Dan Sullivan, who were co-chairmen of the legislature’s Joint Interim Revenue Committee that had reported on the 1990 law. Sullivan, the Republican brother of former Democratic Gov. Michael Sullivan, was by 1996 working for Chevron. He assured Burton that Chevron was correct, the production taxes and royalties should be excluded.xxv Burton met with

        Governor Jim Geringer three times on the subject, and he finally told her, she said, “Do what you think is right.”

        What she thought was right (Burton consulted the state attorney general to see if she was about to break the law; he said no) was to accept Chevron’s view of the matter, overrule her auditors and herself, and exclude production taxes and royalties from the direct cost formula.
        She issued a new memo in October 1996 to “supercede” and “cancel” her previous memo. The Equalization Board later found this October memo to be “contrary to law.”

It is ever more obvious to me the BLM needs to be relieved of all wild horse and burro management responsibilities — no matter their intent this is a self-created crisis whose only end (as they see it) is death by unwilling taxpayer extortion. The Lummis link above indicated she passed judgement on “advocates” based only on the few sentences shouted in a stacked hearing against wild horses. So much for rational thought and balanced consideration of options, especially any having to do with preserving intact the wild speces our 1971 law was intended to protect. Keeping wild horses in pens just to kill them in “lovely” ways is as much a corruption as can be imagined.

    I expect the BLM would be happy to hand off this assignment – the question is what proper and ethical management would look like, who would do it, and how it would be paid for. These of course are the same issues the BLM faces, but somehow in all this they have lost any moral compass, engendering even more polarity and dysfunction in our society. We can and must do better!

    “I abhor vivisection … it should be abolished … I know of no discovery that could not have been obtained without it…”
    What is vivisection? Vivisection is the practice of animal experimentation. This can include administering drugs, infecting with diseases, poisoning for toxicity testing, brain damaging, maiming, binding, and other painful and invasive procedures.

  10. Don Moore, DVM is a respected Veterinarian who has extensive knowledge about wild horses and wild horse behavior.
    He states, “The three surgical procedures for permanent sterilization of mares described in the mare sterilization research project, ovariectomy via colopotomy, tubal ligation and hysteroscopically-guided laser ablation of the oviduct papilla all require certain pre-operative and post-operative considerations for aseptic surgical protocol and pain management.
    Pre-operative bloodwork and a thorough examination are always performed on the relatively few domestic mares which are spayed. Other options other than surgery are always considered first due to the risk involved with any of these procedures. Aseptic surgical protocol and pain management is the standard of care for each and every surgery or the performing veterinarian would undoubtedly be sued by the owner and reprimanded by the state veterinary board.
    Wild mares will not have their surgeries performed in a sterile surgical suite. Their surgery will be performed in a non-sterile chute or standing in stocks at the local BLM facility without the benefit of the routine standard of care. Unlike domestic mare who are easily handled, the very handling of these wild mares presents additional pre-operative stressors, which cannot be mitigated.
    BLM does not possess the statutory authority to treat America’s wild free roaming mares as research test subjects to perform surgeries which are not the standard care for domestic mares.
    Case in point, is a photograph of Dr. Leon Pielstick a he was beginning to perform a surgery attired in bibs used predominantly for working cattle and performing the surgery with a non-sterile plastic sleeve that is used to pregnancy check cattle. This is not acceptable for a domestic mare, why wild mares? To learn this procedures has been performed on some of the Sheldon wild mares, undoubtedly in a similar manner, is gross negligence and inhumane on the part of the Department of Interior and the veterinarians who performed the surgery in less than aseptic conditions.
    This type of trial and error butchery is a violation of the least feasible management clause of the Wild Free Roaming Horses and Burros Act.
    Mass experimental surgeries performed under these conditions outlined in the proposal amounts to negligence and abuse. I believe experiments such as this proposal are unethical, inhumane and unwarranted. Any veterinarian(s) who would perform these experiments is in violation of the oath taken as a graduating veterinarian, ‘above all else, do no harm’. If a veterinarian in private practice performed these procedures in the manner described I this document they would most certainly be reported to and disciplined by the regulatory board of that state. Discipline would likely mean suspension of that veterinarian’s license to practice in that state.”

  11. Cruelty to animals, also called animal abuse, is the human infliction of suffering or harm upon any nonhuman animal, for purposes other than self-defense or survival. Experimenting on wild horses and burros is cruel, inhumane and absolutely unnecessary. BLM and Oregon State’s cruel, inhumane torture of and experimentation on our wild horses is absolutely not acceptable. In no way does this sterilization proposal conform to the minimally intrusive management on the range that the Congressionally Wild Free-Roaming Horse and Burro Act of 1971 demands to protect these wild creatures.

    It is clearly visible that last week’s Natural Resources committee meeting led by Tom McClintock, was a clear example of regulatory capture of an agency – the Bureau of Land Management. The information provided to the committee was not scientifically supported and not credible – especially the populations of the public’s wild horses and wild burros both on the range and in the holding facilities. The proposed and recent wild horse captures and removals and sterilization procedures are completely politically and monetarily motivated decisions. This is not in keeping with the law or the wishes of the American people who own the land and who own the wild horses and wild burros – it is completely biased and favored toward special “favored” interest groups. This in itself is illegal and often called “Regulatory Capture”.

    Regulatory capture is a form of political corruption that occurs when a regulatory agency, created to act in the public interest, instead advances the commercial or special concerns of interest groups that dominate the industry or sector it is charged with regulating. Regulatory capture is a form of government failure; it creates an opening for firms to behave in ways injurious to the public (e.g., producing negative externalities). The agencies are called “captured agencies”.

    For the past 40 plus years the Bureau of Land Management (BLM) and associates have been chipping away at these legal wild horse and wild burro lands and obviously the recovery and reinstatement of wild horses and wild burros would be unfavorable to any financial stakeholders, i.e. livestock permittees, mining and energy corporations, large lobbying trophy hunting “clubs” and many more. But let’s face it … the only persons that have worked for 40 plus years for the extinction of wild horses and burros are those with a financial interest. This has been and continues to be unacceptable, illegal and the American citizens including me are disgusted at the “sell-out” of our lands and resources by the agency that is responsible to protect them … the Bureau of Land Management.

    I require each of the committee members and speakers admit to the public their political and financial connections to the agencies and private/corporate benefactors of the destruction of the wild horses and wild burros and the selling leasing of our public lands and resources – i.e. admit their connection to regulatory capture.

  13. The Federal Bureau of Investigation announced that animal abuse will be prosecuted as a crime against society and under the new categorization they will begin tracking and collecting information about incidents of animal cruelty and the perpetrators.
    According to the FBI, the official definition of animal cruelty will be:
    Intentionally, knowingly, or recklessly taking an action that mistreats or kills any animal without just cause, such as torturing, tormenting, mutilation, maiming, poisoning, or abandonment. Included are instances of duty to provide care, e.g., shelter, food, water, care if sick or injured, transporting or confining an animal in a manner likely to cause injury or death; causing an animal to fight with another; inflicting excessive or repeated unnecessary pain or suffering, e.g., uses objects to beat or injure an animal. There’s a national consensus that animal abuse should indeed be treated as a serious crime. Now animal cruelty will be a Group A felony
    The FBI categorization is significant because it affirms that at the highest level of our government animal cruelty is recognized as a violent crime. As a civilized society, our opposition to all forms of animal cruelty must be unwavering.

This politician – mr stewart – wants to turn over our wild horses & burros to the states or tribes – one of the rescues I donate to – saves the foals from mares that are sent to slaughter – a few weeks ago, they were able to actually save some mares too – I’m assuming these horses come from the tribes. So I guess this is already going on – whether it gets publicized or not. And yes, we sure do need to get the SAFE Act passed – this year. Who knows what will change after November?

  20. Stop this barbaric action. Leave the horses alone. Nature takes care of it’s own. Spaying horses is dangerous, especially being done in totally unsanitary locations. Gelding is a relatively easier procedure. Much safer for the horses with a short recovery time. Keep the cattle off the open ranges!

In every case of the death and destruction of the Wild Horses and Burro’s is for one purpose and one purpose, GREED, this EVIL is behind every decision to eradicate all Horses and Burro’s, there’s no feelings from those who wan the land to make more money and more money, there is nothing Sacred to them, so no one should be surprised at the lengths they will go to achieve this. We have the power in numbers of Advocates for these Horses but it’s not stream lined enough for us all to come together. There is a need for one website where all numbers of people in a position for or against the issues that face our Wild Horses, we need numbers and addresses of those against us and especially the White House, if hundreds of thousands of advocates write, call or email these people all the time not just once and the numbers is the key, it must be tremendous and continually and not just when a tragedy is about to happen, until this can happen and the word is out of where to go and who to write, call or email we will not have a way to use those hundreds of thousands of advocates and tell them how to speak for those who can’t. We have a lot of well meaning groups but it’s confusing when trying to make sense out of all the information that’s posted all over the net, whom ever has the best way to convey what we need to know and one site to find it we will continue to flounder around trying to do what this group says and what this group says, one site with all contact information for everyone to use as a tool to help our Wild Horses. There are no boundaries the Cattle Assoc, Oil Companies and others wanting these protected lands, they will bribe and buy off anyone who can further their cause and if we don’t reach everyone then the indifference and Apathy to this cause will result in the deaths of our beloved Horses and Burro’s. One site for everyone to find names and where they stand and how to let them know how we feel about their vote and how we will answer come election. We have the power of this Technology it’s time to start using it against those who want all of our Horses and Burro’s dead so they can scavage the land.
