“Per the DOI/BLM herd stats the Frisco HMA wild horse population jumped to 67% in the last year and the Conger HMA wild horse population jumped to 83% last year! See chart below “(in the comment letter).

It is biologically impossible since mares give birth to only one foal per year at the MOST and stallions and foals (up to reproductive age of about 3 years) do not provide foals and therefore do not add to the annual population. As I stated, this annual population increase is physically unattainable in the wild.”

“The BLM utilizes well established scientific methods in the field of range monitoring, inventory and carrying capacity allocations, following approved methods outlined in official technical references and BLM handbooks and manuals. The CCFO and FFO have extensive vegetative trend, utilization, precipitation, actual use, riparian, and rangeland health studies which are contained in the Conger and Frisco HMAs and allotment monitoring files (4120 and 4710 files). Only the most current pertinent information has been summarized within this EA to show that excess wild horses occur within and outside, but adjacent to the HMAs. BLM use population growth rate not Birth Rate. The population inventory that was conducted in February of 2016 used simultaneous double-count method. Photos were taken of each band of horses that were observed. Photos, GPS coordinates and time of recorded observance were used to eliminate from the data any horses or bands that were double counted.”

BLM to Begin Frisco Wild Horse Gather, Removal and Research
Public Welcome to Observe Gather Operations
CEDAR CITY,Utah—The Bureau of Land Management Cedar City Field Office will soon be gathering and removing excess wild horses from within and outside the Frisco Wild Horse Herd Management Area (HMA) in western Utah.
The BLM will gather approximately 150 and remove 90 excess wild horses from the Frisco HMA to achieve a research population of an estimated 100 animals on the HMA. Some horses will be fitted with tracking devices and returned to the range as part of a research project. This will provide data on free-roaming horse locations and movement to help the BLM improve understanding of herd behavior.
Helicopter drive-trapping operations are scheduled to begin Friday, Jan. 6. Members of the public are welcome to view the daily gather operations, provided the safety of the animals, staff and observers are not jeopardized and operations are not disrupted.
The BLM will conduct escorted public tours to gather observation sites. Details will be announced daily on the BLM gather hotline, (801) 539-4050.
Those interested in participating should meet at the KB Express Convenience Store/Subway at 238 South Main in Milford, Utah, where tours will depart at 6:30 a.m. MST.
Participants must provide their own transportation, water and food. The BLM recommends footwear and clothing suitable for harsh winter field conditions. Binoculars and four-wheel drive, high clearance vehicles are also strongly recommended. Please note that no public restrooms will be available once the tour begins.
Public lands will remain open unless closures are deemed necessary due to safety concerns. Outdoor recreationists and visitors to the gather area should be aware that there will be low flying helicopters and should avoid recreational use of drones near the Frisco Mountain area. Brief road closures may also be needed to allow movement of horses during gather operations.

Animals removed from the range will be made available for adoption through the BLM Wild Horse and Burro Adoption Program. Those that are not adopted will be cared for on off-range pastures, where they retain their protection under the 1971 Wild Free-Roaming Horses and Burros Act.

So BLM … where are the photos and data that scientifically document the impossible jumps in surviving foals? This is not provided to the public because it is not true!
Just because BLM “SAYS” it is true (insert here any particular thing that they say), does NOT make it a fact!

Hmmm..what a bunch of BS!! However, how about sending in some flying horse drones…how about some resembling burros..hmmm Not a bad idea!! These people just make it up as they go. Very Very sad for the horses!!
Like we need any more in holding pens and on private ranches!

Any employee of the US Department of Interior / Bureau of Land Management is caught making false statements or concealing information, then they are in violation of Title 18 (18 U.S.C. § 1001). Making false statements (18 U.S.C. § 1001) is the common name for the United States federal CRIME laid out in Section 1001 of Title 18 of the United States Code, which generally prohibits knowingly and willfully making false or fraudulent statements, or concealing information, in “any matter within the jurisdiction” of the federal government of the United States, even by mere denial. 18 U.S. Code § 1519 – Destruction, alteration, or falsification of records in Federal investigations. Current through Pub. L. 114-38. (See Public Laws for the current Congress.) US Code Per the US Department of Justice, the purpose of Section 1001 is “to protect the authorized functions of governmental departments and agencies from the PERVERSION which might result from” concealment of material facts and from false material representations.
There is a legal term for how the BLM operates. It is “Regulatory Capture”. Regulatory capture is a form of political corruption that occurs when a regulatory agency, created to act in the public interest, instead advances the commercial or special concerns of interest groups that dominate the industry or sector it is charged with regulating. Regulatory capture occurs when special interests co-opt policymakers or political bodies — regulatory agencies, in particular — to further their own ends. Regulatory capture is a form of government failure; it creates an opening for firms to behave in ways injurious to the public (e.g., producing negative externalities). The agencies are called “captured agencies”.
The National Environmental Policy Act (NEPA) requires that to ensure that environmental assessment statements reflect a careful consideration of the available science, and that areas of disagreement or uncertainty are flagged rather than being swept under the carpet. Thus, the public and the decision makers must resist the urgings of agencies that low-probability risks of very serious harms be dismissed from consideration or that the risk is evaluated only under the agency’s favored theoretical model without taking into account the possibility that other credible models might be correct.
There is no “overpopulation” of wild horses on these legally designated wild horse and burro lands that were specifically allocated by the Congress of the United States of America. The recent National Academy of Science (NAS) report on the Wild Horse and Burro Program determined that the Bureau of Land Management (BLM) has NO EVIDENCE OF EXCESS of wild horses and burros; because the BLM has failed to use scientifically sound methods to estimate the populations (NAS, 2013). The NAS cited two chief criticisms of the Wild Horse and Burro Program: UNSUBSTANTIATED POPULATION ESTIMATES in herd management areas (HMA), and MANAGEMENT DECISIONS that are NOT based in science (NAS, 2013).
Layman’s terms … lying about wild horse and burro populations is illegal and requires prison time … per the law. Until we Americans REQUIRE that our government use only the TRUTH … then our wild ones are doomed.

This report reviews the science that underpins the Bureau of Land Management’s oversight of free-ranging horses and burros on federal public lands in the western United States.
The social impacts on the American public of destroying these Wild Horse Herd populations is overwhelmingly given the strong support the American public has to protect, preserve and view Wild Horses living naturally on protected public lands.

We do not agree with BLM’s position that our statement reveals a misunderstanding about how BLM develops its appropriate management levels, We understand that wild horse levels are prepared as part of the land use planning process mandated by FLFNA. However, we do not believe that a level can be justified as representing a sound management decision merely because it is recorded in a land use plan. If a level is developed without regard to land conditions or wild horse range impact, its inclusion in the land use plan does not make it more useful or appropriate. In this connection, BLM provides no evidence to refute our finding (along with the finding of Interior’s Board of Land Appeals) that wild horse levels are being established arbitrarily without a sound factual basis.

So much valuable information but how can it be used to stop our wild horses from being wiped out? Is there some way a lawsuit can be brought against BLM, etc. before it’s too late ? HSUS has the money and lawyers but it doesn’t seem like it will help. What’s going to happen in 2017?

thriving natural ecological balance is consistently written in their land use plans and EA… Although it is obvious the concept is not understood by them.
The bogus AML’s that are set are so politically controlled. I mentioned this on a facebook page and was corrected by Laura that I could state it on social media but it does not pull any weight unless directed to the BLM. I said I many times did direct the need for AML revision in comment and emails and in signed petitions and she said that I was not telling the truth Because BLM has come out and said: “No one commented, emailed, or petitioned on the need to revise AML, Not a single person or group”. So, now the AML are set again for at least another 5 years.

And we all believe the BLM in ANYTHING? Since they dismiss any & all emails, comments & petitions that disagree with the bureaucracy of this agency – why in the world would be believe anything they print or state?

I have commented in EA’s that the AML’s needed to be increased and was told something to the effect the comment wasn’t appropriate .
BTW received a letter from the Billings BLM saying the AML for the adult Pryor Mt. wild horses has been increased from 85-105 to 90-120. Still not genetically viable and PZP probably still used but something is better than nothing. Some of the young ones were removed a couple of yeas ago so those valuable genes are gone.

Gramma Greg, thank you for the information. How DO we make the BLM accountable for providing those so-called photos and data?? How do we force their hand? We’ve been asking for proof for years and they keep putting us off with excuses. How do the continue to get away with these kinds of fabrications??
