Background:
Today, the United States Senate confirmed David Bernhardt to be the 53rd Secretary of the Department of the Interior (DOI) with a bipartisan vote of 56-41.
The Senate has now confirmed David Bernhardt three times. He has served honorably at DOI as Solicitor, Deputy Secretary, Acting Secretary and now Secretary.
As Secretary of the Interior, Bernhardt will lead an agency with more than 70,000 employees who are stewards for 20 percent of the nation’s lands, including national parks, monuments, wildlife refuges and other public lands.
Secretary Bernhardt has been a model public servant for nearly fifteen years. During his tenure with DOI, David has worked diligently to increase hunting and fishing access, ensure clean water for future generations and empower local decision-making. David is a champion for sportsmen and rural communities.
Mr. Bernhardt was the general counsel for a Western Caucus Congressman and the Third Congressional District now represented by Congressional Western Caucus Vice-Chairman Scott Tipton.

On March 11th, the White House
sent Acting Secretary David Bernhardt’s nomination to be the next Secretary of the Department of the Interior (DOI) to the United States Senate.

On April 4, at a business meeting, the Senate Committee on Energy and Natural Resources voted to advance the nomination of David Bernhardt to be Secretary of the Interior with a bipartisan vote of 14-6.
David Bernhardt was born in Rifle, Colorado, earned a B.A. in political science from the University of Northern Colorado and graduated with honors from the George Washington University National Law Center. David and his wife Gina have two children.

Bold Regulatory Relief:
- Under President Trump, DOI has saved a total $3.7 billion in through major deregulatory actions.
- DOI has taken concrete steps to expedite and streamline the permitting process for infrastructure and energy projects reducing time frames under the National Environmental Policy Act.
Legacy of Conservation:
- Finalized the Hunt-Fish Rule which removed approximately 1,400 regulations and simplified 710 regulations to reduce the regulatory burden on the public, more closely match state hunting and fishing regulations, and expand hunting and fishing opportunities at 136 refuges.
- Collaborated with bipartisan group of Western governors to reform management plans for the Greater Sage Grouse. The amended plans now have unanimous support of governors of Wyoming, Nevada, California, Idaho, Oregon, Utah, and Colorado.
- Treated 2,463,262 acres (an increase of 6 percent) of public lands to help prevent wildfires and protect communities across the West.
- Increased hunting and fishing access on over 381,000 acres at more than 30 National Wildlife Refuges.
Keeping America Safe:
- Deployed a surge of DOI law enforcement officers to the U.S.-Mexico border in May 2018 to support President Trump’s mission to secure the border, which resulted in a nearly 4,000-percent increase in arrests of illegal aliens from the Obama Administration.
- Launched the first-ever Joint Law Enforcement Task Force on Opioids, focusing on Indian Country, which saw eight undercover operations resulting in millions of dollars’ worth of illegal drugs seized and hundreds of arrests.
Energy Security and Jobs:
- Altogether, Interior’s energy and mineral portfolio contributed an economic output of over $150 billion and supported an estimated 740,000 jobs nationwide in 2018.

Approved solar projects on 43,700 acres of public land.

Set a new record with $1.1 billion in 2018 onshore oil and gas lease sales. With this revenue, $500 million has gone back to states, providing support to key institutions like hospitals and public schools.

Crafted a regulatory environment that helped create 60,000 new mining jobs in 2018.
Significantly cut the time it takes to process Applications for Permit to Drill (APDs) on Federal lands by over 50 percent.

Achieved the second straight year of growth under President Trump in federal energy revenues in 2018 from production on Federal and American Indian lands and offshore areas for a total of $16 billion.

Smashed the record for high bids received for offshore wind auctions, with $405 million in winning bids received for the December 2018 Massachusetts offshore wind auction.

Committee Votes to Move David Bernhardt’s Nomination as Interior Secretary to Full Senate Vote

“It’s no surprise that a group of Senators who owe so much to special interest lobbyists would support this choice for Interior Secretary,” said Western Values Project’s Executive Director Chris Saeger in a statement in response to the committee’s vote. “For the last two years, conflict-ridden David Bernhardt has tipped the scales in favor of former clients, likely violating his ethics pledge and responsibilities to the American people.”

Daines greased the wheels to push Bernhardt’s controversial nomination forward before getting clear answers to critical questions regarding his serious conflicts of interests. There is still time for them to reverse this mistake by voting to reject Bernhardt on the floor of the Senate. Until that happens, they will have to live with being known as full-throated supporters of Trump’s conflicted ex-lobbyist pick to run our nation’s public lands,” Saeger said.
Two Democrats, Senators Joe Manchin (WV)

Mark Heinrich (NM),
and
Independent Angus King (ME) joined with every Republican on the committee in voting to confirm Bernhardt.
Western Senators Martha McSally (AZ),

Steve Daines (MT) also supported the former lobbyist, according to Saeger.
The Washington Post reported this week that, at the request of two watchdog groups and several Senators, Interior’s Office of Inspector General is reviewing evidence that Bernhardt violated his ethics pledge when he acted on behalf of a former client, Westlands Water District.
Then today (April 4) new details released by the New York Times revealed that Bernhardt had continued to associate with the water district at least until his deputy secretary nomination on April 28, 2017, according to Saeger. Within four months of his confirmation as Interior Deputy Secretary, Bernhardt pushed for a decision that would be beneficial for his former client.
