Congress Rejects Bipartisan Effort to Protect Wild Horses & Burros

Monday, the House and Senate unveiled an agreement on the fiscal year 2020 spending legislation. The final bill rejects the efforts of bipartisan lawmakers to prevent federal funds from being allocated toward cruel sterilization surgeries and accelerated roundups.

The vast majority of Americans, from both parties, oppose these surgeries and roundups.

But, this bipartisan effort to protect wild horses and burros was rejected in favor of a backroom deal cut by Washington D.C. lobbyists for the National Cattlemen’s Beef Association, the Humane Society of the U.S., the ASPCA, and Return to Freedom that seeks federal funding for the roundup of as many as 20,000 wild horses and burros from our public lands next year.

This week marks the 48th anniversary of the signing of the Wild and Free-Roaming Horses and Burros Act of 1971, and the spending bill unveiled yesterday marks a sweeping and unparalleled betrayal of these beloved and iconic animals by groups that say they want to protect them.

The words of then-President Nixon in his signing statement for the Wild and Free-Roaming Horses and Burros Act stand as true today as they did in 1971.

“Wild horses and burros merit man’s protection historically … as a matter of ecological right–as anyone knows who has ever stood awed at the indomitable spirit and sheer energy of a mustang running free.”

Then, as today, the American people stand firmly on the side of protecting America’s majestic public horses and the public lands they live on.

    Few BLM Employees Agree to Relocate as Interior Attempts to Ease Pain of Those It Will Fire

    So far just two employees have agreed to move from Washington headquarters to new locations in western states.
    Those who rejected the offer will eventually lose their jobs as BLM moves its headquarters to Grand Junction, Colorado. The agency issued official management directed reassignment letters to impacted employees on Nov. 12 and gave them 30 days to respond. To date, only two employees have already relocated, according to an email William Perry Pendley, who is currently serving as the bureau’s acting director, sent to employees Thursday and obtained by Government Executive. Employees who accepted their reassignments now have 90 days to report to their new duty stations.

    CATTLE RANCHERS WILL NOT WIPE OUT OUR WILD HORSES WE MUST STOP THEM ! TELL THEM TO VOTE NO ON 2020 SPENDING BILL THAT GIVES MONEY TO BLM TO ROUND UP WILD HORSES AND EXPERIMENT ON THEM- NO MAS !

      • Icy and others. Are you aware of the current (comments due tomorrow the 19th) EA regarding the BLM proposal to experiment on our wild mares with undeclared sterilization chemicals … and all done behind our backs in the Carson City prison?

        It appears they have slipped this EA in when most people are busily concerned with so many issues. I cannot even find the names of the chemicals they plan on using but the EA docs do say that this current proposal will NOT be performed under the Good Laboratory, Good Clinical, or Good Manufacturing Practices! These studies are regulated and required by the Food and Drug Administration or the Environmental Protection Agency. But it appears BLM has thumbed their nose at these good practices. Hope you and others can at least send in a “NO ACTION” public comment. Thank you.

    Since the Environmental Assessment Documents themselves come right out and SAY that this current proposal will NOT be performed under the Good Laboratory, Good Clinical, or Good Manufacturing Practices, it appears that the BLM has now decided they no longer are governed by these rules! However, these studies are regulated and required by the Food & Drug Administration and/or the Environmental Protection Agency!
    Therefore, I choose the NO ACTION alternative.
    This may have been an attempt – on the BLM’s part – to once again sneak some nefarious scheme past the taxpaying public.
    NOT happening!

    • This country was settle and wars were won on the back of Mustangs. Why would we want to lose a national treasure. Someday everyone will have to meet their maker. I wouldn’t want to be these people of power who are not taking care of Gods horses. We are accountable to the power we are given!!

    Some wild horse non-profits favor the use of artificial chemicals to control wild horse populations
    This obtuse and unnatural concept and resulting wild horse management policies subjects large and small wild horse families to genetic erosion and social disintermediation. Stallions can sense when a mare is infertile and will favor a fertile mare.
    The use of PZP or GonaCon on any wildlife including wild horses is more or mankind’s foolishness; playing God with snapshot information and flying in the face of evolutionary biology and natural selection; nature’s way of controlling populations.

    “On Shackleford Banks, PZP-treated mares were up to 10 times more likely to change bands than their untreated counterparts (Nuñez et al. 2009; Figure 1). Moreover, mares receiving 4–6 total treatments were more likely to engage in the behavior than those receiving 1–3 or 0 treatments (Nuñez 2005, unpublished data). This is an important shift in behavior, as band stability, which is affected by the degree of female loyalty to the band stallion (Kaseda et al. 1995), is important to overall animal health. Decreases in band stability have been associated with decreased physical condition and female fecundity, increased parasite load and off spring mortality, and less time spent in preferred behaviors (Linklater et al. 1999). Moreover, increased mare turnover can disturb resident females (Monard and Duncan 1996), causing an overall increase in their levels of aggression (Rutberg 1990, Monard and Duncan 1996). In addition, repeated changes to band composition may prevent the establishment of stable female dominance hierarchies, which are critical to maintaining social cohesion among mares and overall group stability (Berger 1977, Houpt and Wolski 1980, Heitor et al. 2006). Evidence suggested that such decreases in mare fidelity to the band stallion were related to PZP-induced subfertility: mares that conceived more often over a 5-year period (i.e., mares that were left untreated or for which treatment had failed), were less likely to engage in group changing behavior (Nuñez et al. 2009; Figure 2).”
    However, because wild horses are in most cases commingled with livestock on HMAs where ranchers have over the past 300-years culled native apex predators to maximize livestock production (making money), native species wild horses are no longer exposed to the evolutionary process of ‘natural selection’ by their co-evolved natural predators. The BLM has engaged in the systematic spread of misinformation, saying and writing that wild horses have no natural predators, which is a manifestly untrue statement, and is arguably a fraud being perpetrated upon the U.S. Congress and Americans.

  6. There you go again Congress, showing your unwillingness to listen to the people of this country, who elected you.Well we can vote you out. Stop killing and terrorizing these beautiful horses. Use PZP which has been studied and is the best birth control method, according to experts. Stop showing your ignorance, disregard for life, and selfishness. Do something positive and good for a change.
