Clearly noting federal budget restrictions, the Missouri Department of Natural Resources HAS turned down the permit request from Rains to butcher American horses for consumption by elite foreign interests.

The DNR said in a letter Thursday to David Rains, owner of Rains Natural Meats in Gallatin, that the agency has denied Rains’ permit request for his proposed horse slaughter operation because the new federal budget withheld funding for required federal inspections of equine slaughter facilities.

On January 4, 2014, the Rains Natural Meats Company of Missouri quietly filed a motion to dismiss their appeal with the Missouri Environmental Department, which had issued the Company a discharge permit that excluded equines.

The motion to dismiss was initially precieved as an end to the company’s application for a permit to slaughter companion horses for human consumption overseas but proved only to be a false start for celebration by equine and animal welfare advocates; Thursday’s DNR denial puts the final nail in the Rains horse slaughter coffin.

The resumption of commercial horse slaughter in the U.S. was effectively blocked last week when President Barack Obama signed a budget measure that stops the U.S. Department of Agriculture from spending money for inspections necessary for slaughterhouses to ship horse meat interstate and export it.  Horse meat is not commercially sold in the United States.

Independent surveys indicate that over 80% of American citizens consider the slaughter of American horses to be abhorrent and objectionable.

Rains didn’t immediately return news agency calls seeking comment Thursday.

  1. I am absolutely elated with this news , Love to read the word Denied when used in reference to any Horse slaughter……………………………. Year of the Horse and force of the Horse ,with all the Advocates backing them all the way to Freedom !!!!!!

  2. So when will Dun and Dumber be commenting again in the Grandious Grandstanding? Will they lawsuit up again? Will they accuse Congress, 80percent of the people, and the President and name them in another suit to seek damages for people telling the truth and working together in a Conspiracy to stop slaughter. Will they attempt to say the DNR doesn’t know anything? Will WAllis write another horsemeat is delicious letter filled with delirious comments about the drug free elements and hope they will overturn this decision. I am still waiting for the flurry of filings that they produce like snow wasting valuable tax dollars and causing people to still continue to be sick with every creepy update. The fact is I actually have been able to laugh a little and smile again. We have the chance now for REAL change. The horse industry, the horse rescuers, the advocates, the people who in every single way benefit from horses have been waiting for so long for the hope of real change. We know that they will continue to bully their way along. They have blacklisted people, celebrities and so on-like it really made a difference, they strong armed people, made threats to people who supported stopping slaughter-so now they know….people do NOT want this industry and they don’t want to be treated badly. They have bullied, pressured, and threatened anyone with anything they can throw. The United States doesn’t like bullies or people who attempt to cover animal cruelty and abuse up with the words animal welfare. These are all steps in the walk to prove that. So while they were racing to open, we were walking steady to close them. Arm in Arm walking together we will stay steady and strong and stop this altogether.

    • I blocked my cyber bully. Since we post on the same Congressman’s page I don’t know if fb will recognize that. But I won’t stop. Telling a Congressman thank you for helping to defund inspections should not result in a bashing letter. But it did. My response the first time was that it is NEVER inappropriate to thank someone. And asking for the SAFE Act is not inappropriate either since we really don’t want to be the ones poisoning the WORLD’s food supply.

  4. Can anyone cite the multiple independent surveys referenced in this report? I can’t find any besides the ASPCA report, which has been discounted as not independent by pro-slaughter interests. If there are other independent surveys It would be great to post them where we can all access and reference them easily to use in other venues.

    I realized yesterday the defunding language is only through Sept. 2014 so is sadly temporary without further initiatives. The SAFE Act needs more momentum this year.

      • Great info, thanks for putting that together. I wish there were better evidence of the numbers of citizens declaring support or non support for slaughter, without good data it is hard for either position to claim a majority opinion. Arguing ethics with unethical people goes nowhere, either. It stiffens my resolve to speak out on this though, since every time I do people are completely shocked to learn anyone would even think of slaughtering a horse for food, much less commercializing the barbarism.

      • I’ve found telling people that the horse industry is better off without those owner/breeder/trainers that are so incompetent and/or corrupt that they need to kill the horses they ruin in order to stay in business does change the framework of the discussion.

      • Sara, the straight up supposed “free market” folks see this strictly as a supply and demand issue and don’t seem to object to throwaway horses as a business model. Unfortunately, both the supply and demand side have enormous externalized costs, especially to taxpayers, but that doesn’t seem to matter either.

      • Exactly. And when the demand for owner/breeders/trainers that have to kill the animals they ruin in order to stay in business drops to zilch as it is doing, they will go out of business. Which is exactly what is happening. It is typical of a certain self-serving type (we call them criminals) to start whining when the ‘free market’ works as it is supposed to instead of in their favor.

  5. I received an invitation to indicate my concerns for Obama and I’m sure the DNC. I let them have it with the horse slaughter issue and the roundup of the wild horses and burros. I indicated that there will be no safety or protection for our equine friends until the “safe act” is passed. Politics change and I never thought I would see a fight again stopping slaughter plants from opening. The final blow to these monsters, greedy politicians, and devils will be the passage of this bill. The fight must continue with no let up from all the horse warriors. I think politicians are finally hearing our voices, but heat must stay on them. Like I said before every time I go out to my barn and hug my beautiful Arabian horse, I am reminded he could have been one of those statistics. He is so strong willed that I know he would fight to his death. He will never ever suffer by the hands of any human being again. But folks for all of us with registered horses, we must push for a solution one the “safe act” is passed.

    • Bravo Gail, We must all stay Strong and determined to get the S.A.F.E Act Passed , we must leave no stone unturned until our horses , Mustangs and Burros are safe !!!!!!! In Ohio I am doing all I can , I have requested a Meeting with Senator Sherrod Brown he is on committee ………..also send Rob Portman all pertinent information it is important to send all Senators and any politician s in every state !!!! Everyone must do this in every State , we must let them know we are here, not going away and mean Business…………………..

  6. There is a guy who has taken to bash me for thanking my Congressman for helping to defund inspections. I got a fb posting from Congressman Huffman and in response I sent a note back saying thank you and how we needed to pass SAFE Act.

    A man named (named withheld cause I don’t know if it’s okay to out him here)XXX, told me how we are so far in debt and that the horses don’t matter.

    Yesterday Congressman Huffman again fb me and asked what I’d like to see the Pres address. I replied that I’d like to see the Pres force BLM to provide shelter. The same guy started bashing me again. Said something about how he told me the other day blah blah blab. My response to him was I AM AS ENTITLED AS THE NEXT PERSON TO EXPRESS MY OPINION. That I am a taxpayer and have been for over 40 years. I asked him if it was the male appendage that was interfering in his ability to accept others opinions.

    I expressed how BLM has this HUGE budget and that they remove horses from PUBLIC lands because welfare ranchers want it that way.

    I don’t think he works for my Congressman. He just likes to comment on everyone’s posts.

  7. Does anyone know where I could read a copy of the budget bill that was just passed? I checked google and there isn’t anything but what is in the local news.
    I would like to read exactly what it said about only funding the inspections for two years. The budget bill only funded the government for two years so that means another fight over the funding 24 months from now.
