Two-Week-Old Wild Horse Shot and Killed Before California Roundup

Equine Welfare Advocates call for Investigation

Sacramento, CA (August 13, 2010)—The body of a wild horse foal was found near the site of the Twin Peaks roundup Wednesday by Craig Downer, wildlife ecologist and Cloud Foundation Board member, and Christy Davis, wild horse advocate. Davis, an experienced horse woman, examined the foal for any broken bones. What she found was an apparent rope burn on a rear leg as well as a gunshot wound.

“It seems as though the foal was shot in the gut,” Davis states. “It looked as though the foal was abused, lassoed around the hind legs and dragged.”

The foal, approximately 2 weeks old, was killed prior to the start of the controversial Twin Peaks Herd Management Area roundup in Northern California. When Davis told BLM officials about finding the gunshot foal, Bureau of Land Management (BLM) employee, Carman Prisco, told Davis she must be confused and the dead animal was an antelope. Photos taken by Downer confirmed that this is indeed a wild horse foal.

Photographs taken at the capture site, set on sharp lava rock, reveal blood stains within the trap.

Mustang advocates ask BLM law enforcement to conduct a thorough investigation into the abuse and death of the federally protected wild horse—killed before independent contractor, Cattoor Livestock, began rounding up wild horses with helicopters.

Field reports from those on the ground noted a severely injured white stallion that suffered head trauma supposedly from fighting with other stallions in tightly packed transport vehicles. Even though the injury was serious, the BLM contractor was quoted as saying a vet “might need” to be called. The whereabouts of that stallion are currently unknown. Another stallion was off loaded into a pen with eight mules that attacked him, causing traumatic injuries. This incident was also brought to the attention of the BLM by public observers.

Advocates were told yesterday that there were no injuries, yet when they went to look at the horses in holding, the area was blocked off. They were told that they could not access the area because the “injured horses” needed to rest.

Injuries are not uncommon in roundups and underscore the need for public access, says Ginger Kathrens, Director of the Cloud Foundation and EMMY Award-winning producer.

“Access is absolutely essential and is granted by the Constitution,”  says  Kathrens. “The ‘acceptable’ suffering of these horses is simply not acceptable to the caring public.”

Laura Leigh, Cloud Foundation Herd Watch coordinator, agrees.

“If this is what we see when the BLM actually allows us in, what happens when they black out their actions to the press and public?” asks Leigh,  plaintiff for the Owyhee round-up that ended July 20 in Nevada, “The time for real Congressional intervention is long overdue.”

The recent round-up in Tuscarora, Nevada—also run by Cattoor Livestock—resulted in the deaths of thirty-six wild horses.

  1. It gets worse and worse. Once again they play hide and seek with the observers and the truth. Are the horses injured (of course) or are they not? Get it straight. Only let them in when everything is looking good for them. Didn’t we just go thru First Ammendment rights?

  4. This is so damn sick & sadistic, I wish I could do something to help out more, but, at times like this, it’s like our hands are tied behind our backs!! I am infuriated! I truly believe those “people” enjoy inflicting pain, terror & agony on these helpless animals! What COWARDS!!

    GOOD has to overcome all this evil, we have to stop this, with grace, power & help from God, I pray!! This is making me TOO depressed, but that’s probably exactly what they want, for us to give up, admit defeat….NO WAY will that EVER happen!! I pray for all those poor animal souls, I still just don’t get it, how can anyone have that much pure HATRED inside them? Maybe, they’ve all sold their souls to the Devil??

  5. They gut shot a 2 week old foal before the round-up.

    They put together stallions in the same* tiny pens* and packed horse trailers- to fight and get serious injury.

    They offload a wild horse stallion in a pen full of mules to be attacked and killed.

    This is why those bastards in helicoptors paid by our taxes must be stopped today!

    They have no care at all for the wild horses. Even on purpose know that the horses will be injured or suffer a horrible death.

    And the BLM closes the observations because there are dead and suffering horses they don’t want the public to see.

  8. The contractor had not started the round up when this incident occured with the foal. BUT, was there any preliminary work being done by the contractor or the BLM in this area when this abuse and death happened? Who else is out there and why would some one do something so despicable?

  9. It’s just really strange that these dead horses appear near water holes. Wonder what happened to the mare? There were two dead horses skeletons discovered by the Western Watershed investigator last time and they were near a water hole. Wouldn’t it be easy to trap horses just by waiting near a water hole? There seems to be illegal killing of wild horses, probably to sell their meat. The foal got left over because there’s not much meat on that poor baby. There should be an investigation.

Shame on the Department of the Interior and its subsidiary agency, the Bureau of Land Management for allowing the egregious mismanagement of the Federal Wild Horse and Burro Program to continue for 39 years. In the face of repeated violations of the 1971 Wild Free-Roaming Horses and Burros Act, 4 GAO reports calling for improvements in the Federal Wild Horse and Burro Program, repeated reprimands from Congress concerning the BLM’s mistreatment of wild horses and burros under its “protection”, the agency’s inability to manage the Wild Horse and Burro Program’s budget, the BLM’s refusal to obey court orders to allow observers at roundups and holding facilities all point to an agency out of control, an agency that ignores the laws set in place to protect America’s wild horse and burro heritage herds.

    Sadly President Obama did not do his homework when he appointed Salazar as DOI Secretary and Abbey as BLM Director. Revist these appointments President Obama and “clean house”.

    ISPMB has been documenting wild horse behaviors on our wild herds now for eleven years. We have enough documentation to show that BLM’s constant removals of wild horses have contributed the destruction the herds’ social structures creating an increase in wild horse numbers due to the deterioration of their education system. Simply put – when wild horses are rounded up and then returned to the wild (selective removals) – leaving the gates open and horses to fend for themselves as they return to their habitat areas (contracepted or not) the younger stallions will take the opportunity to steal mares away from the older stallions that truly contain the herd wisdom. Over time, mentoring of the bands by younger stallions has led to breeding younger and younger fillies.

    We will present BLM with a management plan for wild horses before their latest deadline of September 3rd to respond to the Salazar plan. We also will present our plan to Congress. In thirty-nine years of the Act, BLM still manages wild horses like livestock and not wildlife. We have a solid plan we are putting together along with scientific references from Universities who have studied equids. We hope BLM will follow our plan. However, if they choose not to, then we must be prepared to take legal action

      The data is in. The facts provided by scientists, observors and motivated citizens have repeatedly shown the injustice, the violation of law and cruelty to these (and many other species) American Icons is well documented and justifies our cause and request for change.

      I believe you would better serve these American Icons by just filing your legal challenge NOW. Threats don’t work, facts don’t matter and the extermination of these symbols of freedom with noble service to man are continuing to be wiped out in violation of the 1971 Act, modified or not.

      File the suit and find some very passionate, bright legal minds to help.

      There is nothing in the way of the evil ones.

    Mr. Obama? This is not a threat; this is a promise. I will not vote for you or any Dems or Republicans or “whatevers” because you all continue to water down, quibble and ignore serious issues that the American Public demands you address.

    Does anyone know of a candidate slate that will listen to citizens? …or are we on the verge of chaos in the streets? Anyone check out the unemployment and foreclosure numbers this week? PATHETIC!!!!! But those banks and Cattoors keep getting paychecks.

  13. How is this not felony equine abuse on the part of BLM and its helicopter contractors? And why hasn’t the Humane Society of the United States (HSUS) boldly stepped forward to condemn the BLM’s mistreatment of wild horses and burros during roundups and in BLM holding facilities? HSUS holds the patent on the equine contraceptive PZP and experiments on BLM-captured mustangs. HSUS personnel present at BLM holding facilities have undoubtedly witnessed these abuses yet we haven’t heard much about the organization using its legal clout to put a stop to them.

    During the CA Mojave Desert mass wild burro roundups in Sept. and Oct. of 2009, I called HSUS’ Washington, DC headquarters to report equine abuse on the part of BLM helicopter contractor (Cook) after he knocked down a mother burro (with foal running along side) using his helicopter skids. When I mentioned to the HSUS equine specialist that we had video of this abuse, she asked who the filmmaker was. My response to HSUS then, is the same as it is now: “When is HSUS going to hold true to its mission statement and put compassion over profit?” Was HSUS’ “partnership” with BLM more important than preventing the deaths of 160 wild horses that were killed during BLM’s Dec. 2009 Calico Complex roundup? Among the dead were several foals that BLM helicopter contractor (Cattoor) chased for miles over volcanic rock until their hooves were shredded. We were told that there were HSUS observers at the BLM Fallon, NV Holding Facility where the mustang survivors of the Calico Complex roundups were taken and where 39 pregnant mares aborted full-term foals. Why was HSUS silent in the face of this most flagrant equine abuse?!

    The American public as well as the major animal welfare organizations need to take immediate action to stop the roundups, call for a Congressional investigation of the DOI’s and BLM’s failed management of America’s wild horse and burro heritage herds and the abuses exacted upon them. Wild horse and burro advocates can’t do it alone.

I am so sick fighting with raw nerves, lots of heart but nothing but nickles and dimes while those with money that should be making a lot more noise than we ever could stand on the sidelines and occassionally issue a press release. Why doesn’t Wayne Pacelle fly a helicopter around this air space, why doesn’t he land with the press corp in tow and MAKE A D**N NOISE? We’ve accomplished a lot even tho it may not feel like it but we need more people and the kind of dollars that HSUS and like orgs could just write a check for. As furious as I am over the blm and their comrades in crime I’m just as mad at HSUS.

When it somes to this kind of adverse action that results in the death and removal of the wild equines (and other species) by the Feds and with cooperation from state agencies, take a look at similar legal actions done to the Native Peoples (and I DON’T WANT ARGUE ABOUT native v. reintroduced v. just were theones before) with their treaties, the Sioux, etc. They won their arguement, but the SC (Judge Blackman speaking for the majority) said…”whoops, you’re right…but crap happens and you get get your land back because (1) YOU’RE NOT THERE ANY MORE (2) TOO MANY OTHER INTERESTS ON THAT SAME LAND (TOO HARD TO MAKE THINGS RIGHT) and (3) YOU AIN’T GETTIN’ IT BACK BECAUSE TOO HARD TO DO SO WE”LL GIVE YOU MONEY TO MAKE IT RIGHT!!!!!!!! (smell like the DOI roundup massacres and holding filth?????) Get ’em off the land and the equines are and will be screwed forever, especially if we murder the herd bands, sterilize and hold FOREVER!!!!! Get ’em off and we got ’em…FOREVER is SLAUGHTERCZAR’S MANTRA!!!!

      What I was trying to say was that the Feds and states are trying to get what they want through “adverse possession” and expendiency. With wildlife, they (wildlife) have no standing, especially toward compensation and suits are always brought by individuals and entities always after the fact. Once the damage is done (which begs the question about TRO relief continually being denied in the face of lack of science and the death of these animals and their way of life by the perps), it is permanent and not reversable.

  16. I rather think I’m going off for awhile to hurl. This is outrageous. Whoever did this needs to be brought up on charges IMMEDIATELY.

    Antelope?? Did Christy not go with photos in hand? Did Craig not bother trying to correct whoever this field officer was??? I know both of them and I can tell you that they would have spoken up right there on the spot.

    On to another topic. I tried this morning to get a map of the Forest Lands that make up parts of the Pryors. I went to the visitor’s center here in Jackson Hole. I spoke to someone who had on a Dept of Agriculture shirt. He didn’t even know where the Pryors are and kept referring me to an office hours away from here–like I’m headed back that way.

    Methinks this is what is going on in part. You go in and speak to the desk person. He’s new or just doesn’t care. All he wants is his paycheck. He wants to not bother answering any ‘difficult” questions because that would entail getting his brain into gear. Then you email BLM or whoever and guess who answers your question! which just makes you go round the merry go round again!!!!

    • My guess is that all the brilliant, certifiable science via Feds got a little help from Cattoor to prove their point of ferals and domesticateds recentaly released.

      Or…maybe some local with permits or a briken fence just got screwed. Wouldn’t be the first time!!!! Or maybe it’s just all that ju-ju common horse sense those pieces of trash called Cattoors call equine science that is part of the contracts?

  18. WHY is the USHS not INSISTING that someone from their department be present at the gather site to look to the welfare of these animals..do they have no one qualified to do it? Do they not want to get involved? Just exactly what is it they do-spay dogs and cats..Do they have anyone who knows -you don’t put a stallion in with mules-don’t you think Catoors did it on purpose-just to get their jollies-like people who fight dogs-get a thrill-isn’t the humane society against dog fighting? Does anyone besides me know that Catoors have a prejudice against white horses-they think they are defective..think its just a coincidence that was a white stallion?

      • I saw a vid where a mule kicked, bit and slammed a mountain lion and continued even after it was dead. Would not want to be on the receiving end of a mule on a tear of aggression.

      • just to clarify, the post says the white stallions was injured by other stallions, it does not say what color the stallion in the pen with the mules was.
        I too want to know where the hell the mules came from?
        BLM says they are going to investigate the foal’s death; so, it’s ok for THEM/Cattoors to kill the horses, but it’s a crime when someone ELSE does it? Makes perfect sense to me??!!!

    • Even if someone from the HSUS was present, nothing would change. This operation run by the Cattoors and funded by us, needs to be shut down. It is getting more and more inhumane, more cruel, and more profit driven. Round ups need to be handled by not for profit organizations. With the huge numbers of horses to round up the BLM is approving; 2000+ at a pop, these round ups are just beyond the pale at this point. Dave Cattoor should have been sentenced years ago to never be in contact with wild horses ever again or risk going to prison. It is time for the Cattoors to get out of the wild horse rustling business once and for all. And the BLM too.

  19. Sandra, guess the a**hats have been watching the horse fighting vids that come out of the East. I forgot about the white horse thing with them–maybe Dave got bucked onto his head by one and that’s why he hates horses and white ones even more. We ought to go hold the next protest in front of the HSUS offices and then when they turn their eyes in the other direction at least they would have to walk thru us to do it.

    • I think I need to speak to an attorney about bring catoors and their crew up on criminal and civil charges..start going after these Aholes-one at a time..Whats with those Fat A## cowboys sitting on the gather pens over top of the horse waving their grocery bags??What kind of drug store, east coast cowboys are those..they using some of those prison inmates they are releasing to make room for 1,000 horses….and by the way..are they to be used in a prison rodeo? How many inmates do they have that can train 1000 ex stallions????

    Is this phrase in refrence to the foal? because it doesn’t make sense..looks like this is a water hole, not a trap site. the proximity to the water hole is odd as well, if it had been drug, was the body thrown into the water to poison the water hole..given the amount of detoriatiation to the body and the water evaporation and horses drinking from it..its a little confusing, it looks to have been killed 2 weeks to a month before and yet looking at the waters edge given the heat of summer and evaporation rates..I’d say the foal was thrown in the water.

    No disrespect, but they are BIG picture advocates where they get they most publicity for their efforts. Wild Equines, wolves, bison are a hard sell to the grandma’s and grandpa’s watching the shows (and believe me there is a show focus) that they feature their money pleas…they make me so ill I switch or hit “mute”. Why? It’s not because I’m against their work; it’s because I’m against their selective effort.

    Mr. Pacelle: When was the last wild equine litigation that the HSUS fully funded? Amicus/ad litum is peachey keen…but your work with wild equines is what?…other than the abortion (pun intended) that you let government agencies suck you into with contraceptives.

    But thanks on the closure of the last three slaughter plants that I think had a TON of help from Texas and Illinios localities or state attorneys plus FReAKING LAW!!!

    And your war chest is what? p.s. HSUS does a great deal of good works, but they know they have many PR problems and other issues. My only complaint is, when animals are dying needlessly…when do you (HSUS) decide to committ funds, assets, staff with some noticeable effort?

    Sorry…just angry and frustrated at the adverse possession being perp’d on our American Icons.

  22. All who are following the plight of America’s wild horses and burros PLEASE contact your local and national news media and spread the word about what is happening to our heritage herds. The public needs to hear how $80 million of their taxpayer dollars per year is going towards the BLM’s cruel helicopter removals of wild horses and burros from their legal range lands (20 million acres). Expose the BLM and its helicopter contractors’ equine abuses during roundups and in BLM holding facilities. The fact that the BLM continues to employ helicopter contractor Dave Cattoor a veteran of two criminal indictments for using his helicopter to hunt down mustangs for sale to slaughter is outrage enough.   23. UPDATE ON MORE BLM EQUINE ABUSE AFTER RECENT TWIN LAKES ROUNDUP NEAR SUSANVILLE, CA

    August 13 – Two humane observers at the Litchfield, CA BLM Holding Facility reported seeing 26 starving and dehydrated foals (in a pen with only 4 mares) screaming for their mothers who were scattered in different corrals. The mothers were calling out to them – one lactating mare was down with a broken leg and another was severely colicking.. Temperatures are 90+ degrees.

    The man who crammed a bunch of stallions into slaughterbound trucks was charged with crimes..why not the blm contractor? The contractor knows stallions will fight!

    Can citizens of Ca. please try to press state charges against these people? please!

    Why is the BLM placing much resourses into this foal death and not into the contractors direct violations of state laws. The contractors contract that states he is to provide water and food. The contractors violation of the blms own policy of ‘pens’ he is to use for round-up.
    A trailer the horses are run/crammed into is NOT a pen.

  25. Having the Ken Salazar, Bob Abbey, and the BLM in charge of wild horses and burros is like having Michael Vick and his dog fighting ring taking care of pit bulls and our other canine friends. Michael Vick had to go to prison for his role in perpeturating cruelty to animals. This is nothing different.

    Some people wanted to explain the Michael Vick dog-fighting ring on Southern Culture. Dog fighting is not limited to just the South, and it is no sign of any culture at all. Likewise, the wild horse issue is a political issue in the West. The BLM can make up all kinds of reasons for collecting animals when and where they are doing it. We all know they are collecting these animals for one purpose only: to make Ken Salazar some kind of Western folk anti-hero. By riding the West of wild horses, he makes more public land available for private sale (maybe we’ll make a dent in the national debt), mining, and though we will reduce the amount available for ranchers, rachers will not have to compete with horses for land.

    No matter what the reason, time, or place. Animal cruelty is animal cruelty, and the BLM is guilty as charged, and whether Ken Salazar is at the gather or back on the playing fields of Congress and the White House, he is as guilty as Michael Vick was.

    To blindly believe that what the BLM refers to as its wild horse and burro policy is for the good of wild horses, is to be ignorant of the history and politics of the West, igorant of the lack of the lack of scientific evidence either in support of or opposition to the Bureau’s policies. The Peer Reviewed White Paper report about the the BLM’s massive internal corruption explains the heretofore unexplainable: why the BLM can not keep an accurate count of any given number of horses at any particular time and place, how the BLM can lose 2,000 horses. Any investigative reporter who does not thoroughly investigate this agency when so much of the corruption and practices are documented and available on line as first source documents is grievous to the practice of journalism.

    Guess those BLM B^*%^*^$#*’S don’t want the public to see just “HOW SICK THEY ARE” Wish I were there……… Just where would this world be without THEM??????
