In a remote corner of California, the U.S. Forest Service is set to round up a thousand wild horses and acknowledges that many of them could be sold to distant slaughterhouses.
The first “horse gather” in Modoc National Forest, in northeast California, in more than a dozen years has alarmed activists. The government, says the The American Wild Horse Campaign, is “exploiting a legal loophole” that will result in the slaughter of hundreds of animals.
The roundup is set to begin Oct. 9 and last through the month, and will target 1,000 horses from a herd in the Devils Garden Plateau Wild Horse Territory inside the national forest.
The purpose is to reduce a population that is well outside of Forest Service management levels, according to a Forest Service statement.
“Our territory is supposed to have 206 to 402 animals, we have almost 4,000 horses,” Modoc National Forest Supervisor Amanda McAdams said in a statement.
Those horses enjoy a range of more than 250,000 acres within the national forest.
“It sounds like a lot of acres for 4,000 horses, but there’s not a lot of vegetation and not a lot of water,” McAdams said.
While the U.S. Department of the Interior — which oversees most of America’s wild horses and burros — prohibits selling them to slaughterhouses, the Forest Service is underneath the U.S. Department of Agriculture, which has no such restriction.
The Forest Service previously followed Interior’s policy, but “the Trump Administration is starkly changing that policy,” according to the AWHC.
Forest Service spokesman Ken Sandusky said that while the policy is new, this is also the first “horse gather” on public lands in 13 years.
“Basically everything we’re doing is new,” he said.
Sandusky said in a statement that the Forest Service works with a variety of partners to adopt out as many wild horses as possible, but even with that effort the government “cannot be reasonably expected” to adopt them all out.
“The other option is long-term holding, which makes unlimited sale the only fiscally responsible option,” Sandusky said.
While all of the horses will be made available for adoption, after a 30-day period all horses 10 and older — an estimated 300 animals — will be made available for sale without limitations for $1 each, “allowing kill buyers to purchase a truckload of 36 horses once a week until they are gone, with the horses then shipped to Canada for slaughter,” according to the AWHC…

Thats what I was wondering. Another question is regarding the LARGE groups (I wont say herd) they show in this video. Considering everything I’ve read & heard about them, they dont congregate in large herds like our domestic horses do. Maybe these horses were being moved about?? OR maybe this video wasnt showing the actual Modac wild horses other than the one short part of 3 horses alone moving across the range. The big question regards livestock – not a mention & I for one find it really difficult to believe that that acreage has NO? cattle.

These USFS “public servants” also know that these exact horses are by to be PROTECTED by the LAW of the United States of America. It is the policy of Congress that wild free-roaming horses and burros “SHALL BE PROTECTED FROM CAPTURE, BRANDING, HARASSMENT, OR DEATH”.
My thoughts …
A large part of these thousand horses will be designated by ___ _______ (name withheld to protect the guilty) as over 10 years old whether they are or not and then with the USFS’s assistance and blessing, the guilty person will sell them to kill buyers (KB). In other words the guilty persons will buy them for $1 and sell them to KB for $20 or whatever. (example: 700 horses at $19 each profit equals $13,300.)
Apparently that is what the guilty persons did at the last capture up there in 2016 of a few hundred horses and it worked so well that now they will do the same for OUR 1,000 Devil’s Garden wild horses. No positive proof but pretty darn sure.
Of course the KB will be waiting to snap them up and head to Canada or Mexico and I have no doubt the KBs have already been notified and the arrangements are made for the KBs to pick them up. This is absolute slaughter for the majority of these horses.
The majority of OUR 1,000 Devil’s Garden wild horses will be hanging by their back legs in a slaughter house before the end of the year.

Devil’s Garden wild horse gather planned for October
A contract was awarded to CATTOOR LIVESTOCK Roundup on Aug. 24, for the gather, care and removal of 1,000 wild horses from the eastern portion of the Wild Horse Territory. Gather operations are expected to occur during the entire month of October.

The was the creative force behind the development of Modoc County Farm Bureau’s Retired Worker Program which has been using Resource Advisory Committee funds, supplemented with matches from permittees, farm bureau and Modoc County to accomplish work on the Modoc National Forest that the Forest was not staffed or funded to complete. She was also the organizational mind that conceived developing the Wild Horse Territory Plan through the Retired Worker Program and along with ROB JEFFERS is responsible for its timely and efficient completion. This Plan was the essential first step in reducing the over population of wild horses.

How many could be euthanized during a gather without having NEPA?
What is the criteria used during a gather to euthanize a horse is it age, and if so what age?
How many could be euthanized at the preparation facility without causing a major change in the practice of disposal?
What would be the criteria for euthanizing at the midpoint and adoption facilities?
Would you contract disposal of the carcasses at gather sites?
Have a euthanasia and disposal contract?

Recently, veteran journalist George Knapp jotted down a few quick thoughts about BLM’s promotion of Nevada Wild Horse & Burro Lead Susie Stokke (a.k.a. Susie Sunshine) to a shiny new position at the National Program Office.
Appropriately titled, “How To Get Promoted At The BLM: Screw Up”, the Knappster reminisces how he always found Susie overflowing with optimism about the Wild Horse & Burro Program despite catching her red-handed telling lies about the budget, wild horse deaths by gathers, by outbreaks of disease, by poisoning, by shootings and a miserable state adoption record. He also mentions the overflowing corrals filled with what he coins as potential “Mr. Ed Burgers” due to the only thing he acknowledged she was good at – removing wild horses by the thousands.
(Note: Let’s not forget the criminal charges filed by a Las Vegas local against Ms. Stokke alleging inappropriate behavior, hostility, intimidation, humiliation, threats, coercion, etc. while he was attempting to adopt a mustang. Click Here to view.)

Though BLM admitted to most of the Jackson Mountains wild horses having snotty noses and respiratory illness when they arrived at Palomino Valley, what BLM definitely was not admitting too is, respiratory complications are one of the known detrimental effects of driving wild horses by helicopter.
Wild horses have a history of often developing respiratory complications due to being driven for miles when they have not been conditioned for such endurance runs and by being forced to inhale large amounts of dust throughout the ordeal.
In the Animal Welfare Institute’s publication, “Managing For Extinction” regarding the
management practices and abuses occurring in BLMs Wild Horse and Burro Program, they reported, “In the fall of 2006, the Palomino Valley, NV and Litchfield, CA holding facilities suffered from outbreaks of strangles, a highly infectious and serious respiratory disease.
During the past two years, practically every BLM facility has experienced similar disease outbreaks, leading to the confirmed deaths of scores of animals…..”
As for what happened to those involved in the Jackson Mountains tragedy?
Nevada Wild Horse & Burro Lead SUSIE STOKKE and National Wild Horse & Burro Lead Dean Bolstad continue to serve in their respective positions.
Cattoor Livestock Roundups, Inc., the gather contractor and crew that drove the Jackson Mountains wild horses, continues to receive multi-million dollar contracts to remove wild horses and burros from public lands, as they have done for BLM and other government agencies for over thirty years.

As we talked about at our last call with you and the group, Amanda’s decision was to begin the 30-day adoption and sale with limitations period for 10+ year olds when the settling, treatment and test sampling is complete. Sale with limitations will be $25/horse and adoption fee will be the same as BLM.
Upon completion of that 30-day period, horses will also be available for sale without limitations at $1/horse. I was hoping that would be a good option for your sanctuaries. There has to be other, more humane solutions to this problem. I bet there is enough open space for these magnificent animals. Being shipped off to slaughter is not one of them. We can do better. We are better.

THERE IS NO LOOPHOLE. CALIFORNIA LAW WILL NOT ALLOW SALE TO SLAUGHTER. THERES NO LEGAL LOOPHOLE, STOP THIS NOW! THERES ABSOLUTELY NO LOOPHOLE THEY CAN BE ARRESTED BUYING FOR SLAUGHTER. TELL THEM THERE IS ABSOLUTELY NO LEGAL LOOPHOLE. NO SALE OR TRANSPORT TO SLAUGHTER.

Is the CA law enforced? How will sales be followed up on ? I’m afraid the horses will be sold and taken to Canada before anything is done.
