More BLM Double-Speak

The BLM just announced they’re going to “refine” the process for Resource Management Plans (RMPs).   Let’s keep an eye on this so that the upcoming “refinement” won’t just create more shortcuts for special interests to pillage our public lands and completely rid the United States of wild horses.  Note that in 2013, the BLM “generated $4.7 billion in receipts from public lands.”

After re-reading the BLM news release below several times, we’re starting a little informal contest to see if anyone can figure out what this means:  “effective planning across landscapes at multiple scales.” The news release below also states that you can learn more at www.blm.gov/plan2, but this web page seems to contain even less information than the news release.   –  Debbie Coffey

BLM Seeks Input on Refining Planning Process

WASHINGTON, D.C. – As part of its continuing commitment to improve management of the nation’s public lands, the Bureau of Land Management is beginning a review aimed at creating a more dynamic and durable way of developing the Resource Management Plans (RMPs) that guide its efforts.  Congress has directed the BLM to develop RMPs for the public lands it manages in consultation with the public and with its partners from tribal, state, and local governments and other federal agencies.

“As I’ve met with elected leaders and citizens from across the West on BLM issues, I’ve consistently heard two things:  first, the BLM needs to more effectively address landscape-level management challenges; and second, planning takes too long.” BLM Director Neil Kornze said.  “We’re listening to you and we are stepping forward to improve the way we work so we can make our process more flexible in planning across landscapes, more dynamic and responsive to change and less time consuming.”

Based on an initial review, the BLM intends to target changes in its existing planning regulations and handbook that will allow us to:
• Conduct effective planning across landscapes at multiple scales and clearly define the boundaries for different types of decisions.
• Create a dynamic and durable planning process that is responsive to change, allowing BLM to keep plans current through amendments.
• Create an efficient planning process that reduces the amount of time it takes to complete RMPs.

The initiative complements BLM’s landscape approach to managing public lands.  The effort is also consistent with Secretary’s Order 3330, “Improving Mitigation Policies and Practices of the Department of the Interior,” including its charge to use a landscape-scale approach to identify and facilitate investment in key conservation and development priorities in a region.

While this marks the beginning of the process, we anticipate additional opportunities for public involvement. We anticipate proposing targeted changes to our planning regulations and these changes will be open for formal public review and comment.   We also will be revising our current planning handbook to incorporate new guidance and the concepts needed to effectively plan across landscapes.

In addition to the formal review period associated with the rule-making process, the BLM is seeking input on how we can achieve the goal of a more effective, efficient and durable planning process. Individuals can learn more www.blm.gov/plan2 and can provide feedback to us at blm_wo_plan2@blm.gov.

The BLM manages more than 245 million acres of public land, the most of any Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The BLM also administers 700 million acres of sub-surface mineral estate throughout the nation. The BLM’s mission is to manage and conserve the public lands for the use and enjoyment of present and future generations under our mandate of multiple-use and sustained yield. In Fiscal Year 2013, the BLM generated $4.7 billion in receipts from public lands.

    CEDAR CITY — Iron County Commissioners finally got an opportunity to see the fruits of their threats the last two months when the Bureau of Land Management brought the first bunch of wild horses — eight to be exact — off the range into Cedar City Monday.

  2. USDA & FWS must drop their spurious claims that the horse is not native or that it is not wildlife. It is likely much more than a coincidence that the alien species language started being employed right after P.L. 92-195 was signed into law. Not more than four months later did the US ratify a 20 year old treaty that AMAZINGLY turned out to be the vehicle that worked.

    The Resource Plan for themfour lamd management agencies I saw did not include any plans for wild horses. So adding them & having enough of them together would be an improvement. Historic & recent actions breed nothing but cynicism.

  4. I also don’t understand “how” the BLM can own land. The Bureau of Land Management is suppose to just manage land. The BLM bought land in the Gold Butte area along with Harry Reid? What the heck is going on? The State’s land is suppose to held in trust by the Federal Government and a land management company the BLM is simply suppose to “manage” the land for a fee. The land when sold is suppose to sell for market value or auctioned and advertised before selling it. However, that is not what is happening.

  5. The mistake they are making is trying to run public lands and their wildlife like a business. How very conservative of them. Sally Jewell was a terrible choice for Interior Secretary, vague, non-specific and trying to run the Interior Dept. like she did REI. No response from her regarding the NAS report on the BLM’s failure in managing our wild horses, no response about the sound science in opposition to the delisting wolves in the lower 48, not aware of any studies showing the fracking is harmful. Hurry up, 2016!

    • Ida, no response I have seen whatsoever about the Cliven Bundy catastrophe, either, which is unconscionable as she heads the BLM. What gives? Not even a bland PR statement. Silence only feeds mistrust and covers up possible collusion. Since there were multiple state BLM folks there (Oregon plates in one video clip), she must have known and might have initiated the whole adventure. We don’t know because she has remained silent even though she took an oath to work for the citizens of the U.S. Silent Sal.

    • all of the people they have in place are for land grabs and that is why the states are trying so hard to get the lands reinstated back to themselves and after these ones leave office ,the ones after the will tell the secerts that these politicians think they are being sneaky about. it’s all about oil and gas,gold. they will never tell the truth. but we all know.

  6. This young man is a vehicle for further erosion of our way of life. He was (and is) Harry reid’s empty suit, his front man. Whatever you think you haven’t liked about management in the past will only become more draconian. Better learn how to track internal policies and speak up. Don’t bother listening to some of the groups that have recently joined with BLM. It is past time to think for yourself. Anyone else ticked off that the horses are being rounded up with no fuss?

  7. We had better all get together in the fight to save our wild horses and burros before they are extinct. Some advocates are promoting PZP but IMO with no excess this will only help DOI/BLM with their “managing for extinction”. All roundups must be stopped .

  8. Well their efficiency knows NO bounds! You may read their spin and comment but when you hit feedback – goes no place! Have to actually send an email to the second address listed. Which I did! (below)

    How about a little more dynamic, durable & efficient way of “managing” the wild horses & burros? Running 50 cows to every 1 horse certainly is efficient if you want to destroy the rangeland – have to give you credit for that! Charging $1.35 instead of the actual amount it costs us -taxpayers – certainly is dynamic. I’m really fed up with making up the cost of allowing these ranchers to graze on public land almost for free. If you are attempting to run the BLM like a business – AND making a profit – well – it aint working…
    The wild horses & burros could be a tourist draw & you aren’t doing anything to make it one. The brutal roundups – the pens of animals left to suffer thru the sun in the summer and the snow & cold in the winter – this is beyond belief. The double standard of telling adopters they have to provide a shelter for their wild horses AND making the statement that its not necessary for the horses & burros in these pens! Again – beyond belief. Hope you realize more & more people (taxpayers) are becoming aware of the stupidity of the DOI and the BLM…and they vote.

    • Thats been an argument I took up Full Blast this past winter on my Facebook. Demanding of adopters what they Wont provide themselves for the horses. The double talk and and tail spins are not unusual for Government Agencies however, that really outlines how they Stop adoption. Now let me point out, the killer buyer with 1700 wild horses, now did he have Enough shelter and meet All requirements for every horse? No! So that aligns what I have always been told, follow the money back to the AQHA. They hated the Mustang, Americas Free horse, why.buy AQHA when youget a.horse for free? That was the hateful comments the 70 and 80s Board of AQHA brought us. “Out of concetn for the horses, they wanted the Mustangs killed off instead of winding up in poor quality homes, and no longer infringe on AQHA Right to make a buck. They dont want to compete with the low adoption fees or free catch a wild horse horses, they have been trying to irradicate them so they could Sell, Sell, Sell. The fact.is, the hateful spirit Not free Mustangs kept them from selling their AQHA animals.

  9. To clarify what I said earlier about the BLM. The BLM is actually a sub-corporation of United States incorporated, a private foreign owned off-shore corporation since it’s last incorporation in 1925,copyrighted, trademarked and registered in Puerto Rico. Under the reorganization Act of Washington District of Columbia, by it’s own private business charter, neither the BLM, nor any other federal/corporate agency has lawful/legal authority, jurisdiction interstate nexus within the 50 state geographical landmass.

    BLM, is actually classified as an “Agent of Foreign Principle”, under the intergovernmental Personnel Act. In other words, they don’t represent the Constitutional Republic or the interests of the American People but rather, a foreign owned principle i.e. the international banking/military corporate cartel of London City, England known as Crown Corporation as their supreme authority.

    Apparently, this has been admitted and exposed through Supreme court cases.

    Now, I have to find the Supreme Court cases where this is stated.

    How does this “help” us, I don’t know, but I want to verify that this information is correct.

    • Debra, keep digging! Since we don’t elect any BLM officials or employees the public has been intentionally removed from any oversight of this “public” bureau by your description. Many have suggested a class action suit and your information only adds energy to that idea. Lip service to the public while pursuing an agenda antithetical to both the letter and the intent of the law is no defense.

  10. Either way..our Wild Horses and Burros are used as pawns in a power play between opposing factions that don’t care one whit about our Public Lands or our Native Wildlife OR the rest of the American People.

    IF BLM is NOT a legitimate agency, then Iron County can tell BLM to go to hell and round up our Wild Horses.
    Nevada will do the same thing and so will Wyoming…they already have.

    IF BLM IS legitimate, then all of the illegal roundups and removals they have conducted are “legal”.

    It looks as though Our Wlld Horses and Burros need to hire a legal team, draw up a charter and become a Corporation.

    Amid the circus that is the Bundy Ranch standoff is the much more important and revealing story surrounding a previously little-noticed agency called the Bureau of Land Management.

    Even though every federal agency these days, from the Environmental Protection Agency to the Department of Education, feels the need to have its own SWAT team, 200 federal agents with assault rifles and dogs seems an inappropriate way to conduct a roundup.

    Upon closer examination, the reason for the importance to the BLM of establishing its authority may entail much more than the revenue from grazing fees.

    For starters, the Department of the Interior’s semi-annual report to Congress in 2013 noted that the federal government has effectively controlled the market for helium for almost a century.

    Then there is the revenue from mineral sales. The Department of the Interior inspector general report from March 2014 reports that the BLM is operating a 17-million-dollar-a-year business in minerals.

    The real prize, however, is coal. The BLM controls some 40 percent of the national coal supply and collects more than 1 billion dollars a year in bonus and royalty revenues.

    It also shows why cattle ranchers are being inexorably driven off their lands by governmental policies. The federal government has a much more lucrative plan for those lands that does not involve private property owners.

  13. So, as its been said many times by many of us – these ranchers (cattle & sheep) better watch out – what they wish for – they may get. The horses indeed are the canary in the coal mine – want to bet the cows & sheep will be next???
