THE TRUTH #22 – BLM’s Sally Spencer did not show an agreement to Wild Horse & Burro Program Division Chief before signing the multi-million dollar agreement with Mustang Heritage Foundation
In FOIA documents provided from the Department of the Interior Office of Inspector General’s investigation into the BLM selling almost 1,800 wild horses to kill buyer Tom Davis, many other issues were addressed in the interviews.
FOIA records revealed that the person we believe to be Sally Spencer, BLM’s Wild Horse & Burro Program Supervisory Marketing Specialist, signed a multi-million dollar agreement on behalf of the BLM with the Mustang Heritage Foundation, without first showing the agreement to her boss, Joan Guilfoyle, the BLM’s Wild Horse & Burro Program Division Chief.
Some comments made by the person we believe to be Joan Guilfoyle in these FOIA records:
Sally Spencer “had signed the agreement for a multi million dollar thing with the Mustang Heritage Foundation and I never saw the agreement.”
Guilfoyle said she told Spencer “You should not be signing an agreement like that without letting me look at it.”
“It looks as though we, meaning (REDACTED), agreed to over the course of five years, I think, give them up to eight million dollars. And I was astonished at this.”

(Sally Spencer) was “…brought into the agency — my understanding is originally as a — I think she was a Department of Treasury and she was on a — I forget what the term is — when people — it’s — when there’s a riff actions or something and they’re looking to put people in other agencies. And I believe she came in that way in charge of marketing. “
“..her skills as a supervisor are not very prominent. I don’t think she really knows how to be a supervisor.”
“…sometimes I feel like I’m not getting the full story from her.”
“…I did not trust her abilities to being mindful about the money part of this agreement and to be fully communicative with me…”
