Iowa: Pro-Horse Comments Needed

Here is your opportunity to make a difference

Because there is an application in to start horse slaughter in Sigourney, Iowa, Front Range Equine Rescue and The Humane Society of the United States submitted a rulemaking petition to the Iowa agency responsible for setting rules with respect to the safety of food, asking the agency to make new rules and regulations that would declare all horse meat adulterated, based on the large number of drugs given to virtually all American horses, which make their flesh potentially dangerous if it is turned into meat and eaten.

A very short comment period for this petition is now open, and will close on June 14.  We are asking for supportive comments that address or expand on the issues identified in the petition.  Most valuable would be Iowa residents, including those who live close to Sigourney, Iowa, where there is an effort to start a horse slaughter plant.  Also very helpful would be people who are informed about the kind of drugs and medications that horses receive (including veterinarians and other horse professionals).

It is important that comments be polite and courteous and that they address one or more of the following topics, to the extent the commenter feels strongly about them:  (1) the fear of contaminated horse meat being produced in Iowa and sent out into the world, (2) the commenters’ fear of tainted horse meat threatening the purity of American beef because of cross-contamination like we have seen in Europe, (3) the commenters’ personal knowledge that horses are administered dangerous and prohibited drugs, (4) the inherent brutality of horse slaughter, and (5) the commenters’ fear of environmental degradation.

  1. I posted an article on FB. It is a CDC Report of alligators at a farm in Fla dying from West Nile Virus. A lot of them. I guess they thought it was unusual because it is difficult , if not impossible for a misquito to bite an alligator. They found the source. Horsemeat! The alligators are fed 95% of their diet iof horsemeat! So , if it can kill an alligator…

  2. It is a shame when we have to see the horses suffer the horrors of slaughtering. We treat horses as family and give them medicine to help them stay healthy. AMERICANS DO NOT EAT HORSES so there should be no slaughtering plants in the United States ! The horses that are sent out of the States to be slaughtered needs to be stopped. Are the people that do this blinded by money and have no heart ?

  4. Arlene, The President blocked the funding for 2014 but there is also NO guarantee that will pass??? I have had a feeling that there is no way that slaughter could start up in this country with what happened here when we did have it, there is NO economic value rather just the opposite for Foreign interest’s and a monetary gain for the few, not to mention the tainted meat, the inhumane process, I could go on so I am thinking NO WAY would our country endorse this, BUT now I am really questioning myself, I am very worried, and sick at the thought of it, not to mention that the poor horses go every day to their death’s, oh my god honestly what has happened to our worlds humanity, doesn’t say much does it???? I am still hopeful have to be>>>>>>>

      I am a citizen and a taxpayer and I object to the Proposed Action outlined in the Environmental Assessment (EA) for the Adobe Town Salt Wells Creek Wild Horse Gather. America’s public lands – including those in Wyoming – must be managed for the broad interests of the American people and not for the narrow interests of a handful of local users who profit from using those lands, thanks to our tax subsidies.

      The Proposed Action to remove 586 wild horses from the Adobe Town and Salt Wells Creek Herd Management Areas (HMAs) as well as to remove wild horses from all private and checkerboard (alternating public/private) lands in this 1.6 million acre complex would have devastating impacts on the federally-protected wild horses in this area.

      The EA fails entirely to analyze these devastating impacts and even fails to describe the Proposed Action in sufficient detail to allow the reader/commenter to adequately understand what it entails. This is a gross violation of the National Environmental Policy Act.

      The Proposed Action would unlawfully close the majority of public lands in this complex to wild horse use, and turn these public lands over to private ranchers. This is a violation of the Wild Free Roaming Horses and Burros Act (“Wild Horse Act”) and an egregious affront to the public trust.

      According to the BLM’s own estimates, there are AT MOST 1,447 wild horses living in this 1.6 million acre habitat area. That is 1 horse per 1,106 acres! By contrast the BLM authorizes TENS OF THOUSANDS OF SHEEP AND CATTLE to graze in this area. Given this astounding discrepancy, the EA failed to establish that the removal of horses is necessary to restore a thriving natural ecological balance, as required by law. Therefore Proposed Action has no legal basis on which to proceed.

      Specific deficiencies with the EA and proposed action include:

      1. Based on census data based on a 2012 census and unsubstantiated estimates of herd growth of 20% a year that lack any scientific substantiation. Using the BLM’s faulty calculations, the Adobe Town HMA is just 14 horses over the “Allowable” Management Level (AML), meaning that the Proposed Action could result in removing horses to a level below AML. This is illegal under the Wild Free Roaming Horses and Burros Act. (“Wild Horse Act”)

      2. Removal of horses from private lands in these HMAs violates the Wild Horse Act because, due to the alternating public/private land parcel pattern, the BLM cannot distinguish between horses on private land and federally-protected horses who reside primarily on public land.

      3. Removal of horses from all checkerboard lands will “zero out” a large portion of the Salt Wells Creek HMA. The HMA boundaries were established under the Wild Horse Act and BLM Land Use Plans; they cannot be changed by an EA on a roundup plan.

      4. Proposed Action is illegal attempt to implement a backroom deal between the government and the Rock Springs Grazing Association (RSGA), which filed suit against the government at the suggestion of the Interior Department. The public has been left out of this backroom deal, which the government agreed to settle the RSGA lawsuit. The Proposed Action is an attempt to unlawfully implement this settlement and will result in numerous violations of numerous wild horse protection and land use planning laws. This is unacceptable.

      5. EA failed to consider a range of alternatives to the Proposed Action, including reducing livestock grazing to accommodate current wild horse populations and avoid removals, as well as land swaps that could result in contiguous public land habitat for wild horse and environmental protection and private lands for grazing sheep and cattle.

      6. EA failed to examine the impacts of the Proposed Action on recreational users of this land. The action will essentially “zero out” the majority of the Salt Wells Creek HMA, including the area nearest to Rock Springs, which is most accessible to the public and frequently enjoyed by wild horse watchers and photographers. The proposed Action will essentially close this area of public lands to these important users.

      7. EA failed to examine the economic impacts of the proposed action, particularly the impacts of adding nearly 600 wild horses to a holding system that already warehouses 50,000 wild horses and burros in holding facilities. In fact, the EA wrongly and arrogantly claims that issues related to the long-term stability of the BLM program are “outside the scope” of analysis!

      8. The EA failed to provide any monitoring data to justify the removal of horses, to account for changing range conditions or to delineate range impacts caused by wild horses vs. range impacts caused by livestock.

      For all the reasons stated above, the Proposed Action is UNJUSTIFIED, and the EA is INADEQUATE. This roundup plan should be cancelled and the wild horses of the Adobe Town and Salt Wells HMAs should be protected and preserved, as federal law requires.

      • The problem with WY is the judge is the wife of the former governor of WY. That checkerboard was dooming the horses to fail from the start. And BLM was in total collusion with this lawsuit when a former staffer told the grazing association to sue BLM.

        Not sure if they can do an appeal or if it would stop any roundup. Seems like the pokey boys get off on running and brutalizing horses because they can. Sure wish Sally Jewell would get off her backside and say enough is enough!

        As DOI director she has the authority to stop the WY roundup if she chose to. I have a feeling she is another pawn in a tightly drawn cobweb of deceit.

        Margaret I recently posted info about the checkerboard law suit on RT’s other post the other day and I now remember the Judge was a wife of the former gov of WY????
        It all makes sense……our Wild Horses shouldn’t be removed based on a corrupt concept the “boys club of ranchers” a bad judge, and the BLM are freakin nuts…… and should be doing a judicial review and appeal…But will they?????

    • The EU accounts for 80% of the US horse meat market and they will not purchase horse meat from the US – these domestic plants cannot sell their “product” to the EU, and probably not many other either.

      Then, on July 31, any horses that do not come from a country that has a traceability system comparable to the passport system – which will probably be much stricter by then because of the massive horse meat scandal – will not be accepted by any EU certified horse slaughter plant, which is where our horses have been going. Of course the US has no traceability system at all, so our horses do not qualify because they don’t have a lifetime medical history.

      As far as the Budget, the Moran amendment is also in there and was also in the 2013 Budget. The problem is that the House never permitted that Budget to come to the House floor for a vote. Congress is using a Continuing Resolution as a stopgap, but they’re using the older one that did NOT contain the Moran Amendment. If they had just voted on the Budget the Moran Amendment most likely would have passed. But….

      Now, the 2014 Budget has the Moran Amendment PLUS the Budget for the USDA that Secretary Vilsack presented that does contain the defunding language. President Obama lent his support for this Budget WITH the defunding language. NOW we need those knot-heads in Congress to PASS the danged Budget, but there’s no guarantee they won’t use another Continuing Resolution. They’ve been using these Continuing Resolutions for years so they won’t have to actually PASS anything. DISGUSTING!

      So, if Congress doesn’t have the guts to shut this crap down, maybe the EU will. There is a LOT of pressure on them from citizens who want them to ban North American horse meat. We’ll see.

  6. BLM works in exact opposite of the 1977 law to protect our national heritage the wild horse. The west could not have been settled without these beautiful creatures, to see them totally eradicated is another stupid thing, just like the wiping out of the American Bison. As always you can bet GREED is involved, what are they doing with the ones that seem to be disappearing, Burger King hamburgers or dog food?

AND OBVIOUSLY- OUR- OPINIONS & VOICES ARE IGNORED , NO MATTER WHAT !!! NO COUNTRY SEEM HAVE ANY INTEREST , TO RESPECT AND LISTEN TO THEIR PEOPLE ANYMORE . NO ONE CARES, REALLY….   9. We can attest that race horses are drug-infested with everything and anything that will make them run. And ofcourse, not many people want an injured horse (as race horses break down and are cast from the racetrack to auction) so the killer-buyers pick those horses up at auction and truck them off to slaughter – full of prohibited drugs and medications banned for human consumption. Horsemeat can literally poison humans who eat it. Remember this before you eat horse meat, anyone can give anything to a horse. Even horse wormer contains dangerous drugs to human health. Most of us worm our horses every six to eight weeks on average.
